அனைத்துலக குற்றவியல் அறமன்றத்தால் தண்டிக்கப்பட தமிழரான சட்டமேதைகள் திட்டமிடல் வேண்டும் :2008


அனைத்துலகக் குற்றவியல் அறமன்றம் முன் இனப்படுகொலை புரிந்தோர் தண்டனை பெறும் நாள் வருக!

இனப்படுகொலை என்பதன் விளக்கங்களுள் பண்பாட்டுப் படுகொலையும் அடங்கும். தமிழர்கள் மட்டுமே பண்பாட்டுப் படுகொலை பற்றி ஒப்பாரி வைப்பார்கள் என எழுத்துக் கிறுக்கர்கள் ஏடுகள் தோறும் ஊடுருவி உளறி வைப்பது வழக்கம். கொரிய நாட்டை சப்பானிய நாடு அடிமைப்படுத்தி கொரிய மொழியையும் பண்பாட்டையம் அக்குமுகாயத்தில் இருந்து முற்றிலும் நீக்கிட நடந்த பண்பாட்டுப் படுகொலையை டோக்கியோ பல்கலைக்கழக ஆய்வு மாணவி திருவாட்டி மட்சுமரா தமது ஒப்பீட்டு ஆய்வில் பதிவு செய்துள்ளார்.

தமிழ்ப் பண்பாட்டுக் காவலரணாக தெளிதமிழ், தமிழ்க்காவல் உள்ளிட்ட ஏடுகள் விளங்குவது போல 1898 - 1910 க்குமிடையே கொரிய மொழியை பண்பாட்டைப் பாதுகாக்க அவாங்சன் சின்மன் என்ற ஏடு சப்பானிய எதிர்ப்பலைகளைக் கிளப்பிற்று. அதை எதிர்தகொள்ள புற்றீசல் போல கொரிய மொழி ஏடுகளை சப்பானியர்கள் பின்னிருந்து இயக்கினார்கள். தமிழருக்கெதிரான கருத்துப்பரப்பும் பணியில் தமிழரல்லாதார் ஈடுபட்டுள்ள இன்றைய நிலை, கொரிய மக்கள் விழித்தெழந்து பல்லாண்டாகியும் தமிழர் வழித்திட வில்லை என்பதை வெள்ளிடை மலையென விளக்குகிறது.

கொரிய கோவில்களில் மாற்றங்கள் செய்தனர். மொழி வரிவடிவத்தை ஊடுருவி மாற்றி அமைத்தனர். கொரியப் பேரரசர்கள் மீது பாடப்பட்ட பனுவல்களை சப்பானியப் பேரரசர்கள் மீது புனையப் பட்ட புகழ்மகுடங்களாக இடைச் செருகல் செய்தனர். யாழ் நூலக எரிப்பு போல, பொங்கள் விழாவில் நுழைக்கப்பட்ட போகி பெயரால் பழந்தமிழ் ஏட்டுச்சுவடிகள் எரிப்பு போல, ஆடிப் பெருக்கில் வீசியெறியப்பட்ட பனை ஓலைச் சுவடிகள் போல, வரலாற்றை மறைக்க கொரியப் பண்பாட்டை சீர்குலைக்க கொரிய வரலாற்று நூல்களை எரித்தார்கள். வரலாற்றை திருத்தி எழத நிருவனங்களை உருவாக்கினார்கள். சப்பானின் குடியேற்ற நாடாக கொரியா இருந்த போது நடந்த இந்தப் பண்பாட்டுப் படுகொலையில் இருந்து மீண்டு எழுந்து நிற்கிறது கொரிய மொழி! மீட்டுருவாக்கப்பட்டு விட்டது கொரியப் பண்பாடு! உய்சியாங், சோய் கியூன் பேயி ஆகிய அறிஞ்ர்கள் கொரிய வரலாற்று உண்மைகளை பதுங்கிடங்களில் இருந்து நூல்களாக்கி மக்கள் விழிப்புக்கு வித்திட்டனர்

 நம்மவர்கள் எவ்வாறு வடமொழிப் பெயர் சூடிப் பொருள் புரியாமலே இழிவுதரும் பெயர்களில் இறும்பூது கொண்டனரோ அவ்வாறே கொரியரும் சப்பானியப் பெயர் சூடி மயங்கிக் கிடந்தனர். 1911 ல் வெளியிடப்பட்ட பிரகடனம் கொரியப் பெயர் சூடி மகிழுமாறு கொரிய மக்களை வேண்டியது. அதே பணியை மறைமலையடிகள் முதல் திருமாவளவன் வரை ஈண்டு யார் செய்ய முனைந்தாலும் வரலாற்றில் வேறெங்கும் நிலவாத புதுப் பழக்கத்துக்கு தமிழர்கள் அடிமைகள் ஆவது சரியா என தமிழரல்லாதார் இன்றும் அலறுகிறார்கள், அலமருகிறார்கள்.

புதுவையில் அருகன் மேட்டு அகழ்வாய்வு முதல் இரும்பை மாகாளேசுவரர் ஆலயச்சின்னங்கள் வரை பன்நாடுகளுக்கு கடத்தப்பட்டது போல கொரிய நாட்டின் வரலாற்றுச் சின்னங்கள் சப்பானிய அருங்காட்சியகங்களிலும் தனியார் ஆவணக்காப்பகங்களிலும் சிறைப்பட்டன. தென் கொரிய அரசு கணக்கெடுப்பின் படி 75,311 நினைவுச் சின்னங்கள் கொரிய நாட்டிலிருந்து அப்பறப்படுத்தப்பட்டன, கடத்தப்பட்டன. சப்பான் நாட்டில் 34,369 நினைவுச்சின்னங்களும் அமெரிக்காவில் 17,803 நினைவுச் சின்னங்களும் உள்ளதாக தென் கொரிய அரசு கூறுகிறமது. அவற்றை மீட்டெடுக்க தென் கொரிய அரசு போராடி வருகிறது.

 கருநடத்திலும் கலிங்கத்திலும் கண்டெடுக்கப்படும் கல்வெட்டுகளை, ஓலைச்சுவடிகளை தமிழ்நாட்டு அரசு மீட்க முடியுமா? கேட்டாலும் கிடைக்குமா? அங்கிருப்பவர்கள் சிதைக்காமல் பாதுகாப்பார்களா? தமிழ் பேசும் தமிழரல்லாத உட்பகை கை வரிசை காட்டாமல் வாளா இருக்குமா? கேள்விகள் நம் உள்ளத்தைக் குடைந்தாலும் மொழியையும் பண்பாட்டையும் காக்க தமிழர்கள் முனைவது தவறில்லை என கொரிய வரலாறு அறிவு கொளுத்துகிறது.

தமிழ் ஈழத்தில் நிகழும் இனப்படுகொலைக்கு சிங்களப் பேரினவாதிகள் தண்டிக்கப்படுவார்களா? என்ற ஏக்கம் உலகத்தமிழர் உள்ளங்களில் உறங்கிக் கிடந்தது. அந்த ஏக்கம் போக்க கிழக்கு வெளுத்திடும் வேளை வந்து விட்டது என்று சில நிகழ்வுகள் உணர்த்துகின்றன.

இனப்படுகொலையை குறிக்கும் ஆங்கிலச் சொல்லான geocide கிரேக்கச் சொல்லான genos (இனம்) என்பதோடு படுகொலையை குறிக்கும் இலத்தீன் சொல்லான cide என்பதோடு இணைத்து 1944 ல் இராஃபெல் இலெம்கின் என்ற நீதியரசரால் உருவாக்கப்பட்டதாகும்.

உலக நாடுகள் ஒன்றியம் 1943 ல் இனப்படுகொலை என்பது ஒரு நாட்டினரை, மதத்தினரை, இனத்தவரை முற்றிலுமோ ஓரளவிற்கோ அழித்தோழிக்க மக்கட் திரளை கொல்வது, அவ்வினம் அழிந்தொழியக் கூடிய அகப்புறச் சூழல்களை உருவாக்குவது. மக்கட் பிறப்பு நிகழ்ந்து இனப்பெருக்கம் ஏற்படாமல் தடுப்பது, ஓரினத்தின் குழந்தைச் செல்வத்தை வேறினம் எடுத்துக் கொள்வது உள்ளிட்ட குற்றங்களைக் குறிக்கும் என விளக்கமளித்துள்ளது. அத்துணை விளக்கமும் தமிழ் ஈழத்தின் மீது சிங்களப் பேரினவாதிகள் நிகழ்த்தும் குற்றங்களுக்கும் பொருந்துகின்றன.

இத்தனை குற்றங்களையும் இழைத்த செயவர்த்தனா - சிரிமாவோ பண்டாரநாயகா - மகிந்த ராசபச்சே உள்ளிட்ட சிங்கள அரசின் அதிபர்களை அனைத்துலக குற்றவியல் நீதிமன்றம் முன்பு குற்றவாளிகளாக நிறுத்த முடியும். இது ஊமையின் கனவு அன்று. சூடான் அதிபர் இன்று குற்றவாளிக் கூண்டில் நிறுத்தப்பட்டுள்ளார். உலகம் போகும் திசையை இது சுட்டிக் காட்டுவதால் இன்று இனப்படுகொலை புரிபவர்கள் குற்றவாளிகளென தண்டிக்கப்படும் காலம் தொலைவில் இல்லை.

அனைத்துலக குற்றவியல் நீதிமன்ற வழக்கறிஞர் மொரனோ ஓகாம்போ, சூடான் அதிபர் ஒமர் ஆசன் அல் பசீர் கைது செய்யப்பட வேண்டும் என்று நீதிமன்றத்தில் வாதாடுகிறார். கடந்த 5 ஆண்டுகளில் 11 ஆணைகளை நீதிமன்றம் பிறப்பித்துள்ளது. சூடான் அதிபரை கைது செய்ய ஆணை பிறப்பிக்கப்பட்டுள்ளது. ஃபர், மசாலிட், சக்கவா இனக்குழுக்களை கொன்று குவித்தது. கொலை, நாடு கடத்தல், கற்பழிப்பு, சித்ரவதை, வலுக்கட்டாயமாக பிறந்தகத்திலிருந்து வெளியேற்றியது, அப்பாவிப் பொதுமக்கள் வசித்த டார்பர் பகுதி மீது போர் வெளித் தாக்குதல் நடத்தியது உள்ளிட்ட குற்றங்களுக்காக சூடான் அதிபர் குற்றவாளி என அனைத்ததுலக குற்றவியல் அறமன்றம் அறிவித்துள்ளது. இதே குற்றங்கள் புரிந்து வரும் மகிந்த ராசபக்சேவும் ஒரு நாள் குற்றவாளியாக தண்டிக்கப்படுவார் என்று எதிர் நோக்கலாம்.

அதே போல தனியரசு கோரிப் போராடி யூகோசுலாவிய ஒன்றியத்திலிருந்து பிரிந்த போசுனிய - எர்சகோவின் மக்கள் மீது இனப்படுகொலை தாக்குதல் நடத்திய செர்பிய மக்களாட்சிக் கட்சித் தலைவரும் முன்னாள் அதிபருமான இரடோவான் கராத்சிக் 13 ஆண்டுகள் தலைமறைவு வாழ்விற்குப் பிறகு கைது செய்யப்பட்டார். குற்றம் புரிந்த கொற்றவர்கள் எங்கிருப்பினும் எந்நாளும் அறத்தின் தண்டனையை ஏற்றே ஆகல் வேண்டும் என்ற வடியல் உலகிற்கு ஏற்பட்டுள்ளது.

சிறையில் கண்ணைத் தோண்டியவர்கள், தமிழ்ப் பெண்களின் மார்பகங்கள் மீது சிங்கள ஸ்ரீ எழுத்தை சூட்டுக் கோலால் தீட்டியவர்கள், கர்ப்பிணிப் பெண்கள் வயிற்றைக் கிழித்து சிசுக்களை காலில் இட்டு நசுக்கிய நச்சரவங்கள், தமிழ் மண்ணில் போர் வெறியால் பிணமலைகளைக் குவித்தவர்கள், அறமன்றில் நிறுத்தப்பட்டாகல் வேண்டும். மகிந்த இராசபக்சே அனைத்துலக குற்றவியல் அறமன்றத்தால் தண்டிக்கப்பட தமிழரான சட்டமேதைகள் திட்டமிடல் வேண்டும்.

CHINESE ENCIRCLEMENT OF INDIA ....................... INDIAN RULERS IN SELECTIVE AMNESIA



ROLLING RED CARPET TO CONVERT INDIA INTO A COLONY OF CHINA

The editorial of leading English daily of India, Times of India dated 29th May of 2009 about Aung San Kyi contains a paragraph which I would like to quote: “ We have just concluded a spectacular democratic exercise and are still showing it off to the world .But unfortunately when it comes to speaking up for the defenders of democracy in Myanmar our voice drops to a whisper. To put it bluntly India’s foreign policy with regards to Myanmar is caught in a trap. We chose to play tootsie with the military regime in the hope of getting access to Myanmar’s natural resources and to secure our north-east from infiltration. We have achieved a degree of understanding on border infiltration but have been well eclipsed by China as far as exerting influence in Myanmar is concerned. We have meanwhile let down the people of Myanmar in their quest for democracy. If India is to make amends, this new Government must redraw India’s approach map to Myanmar. Given our aspiration towards a greater role, New Delhi under the foreign ministry would do well to recalibrate its approach towards our neighbors, especially towards ruthless dictators whom nobody in the world particularly likes” Tamils thank Times of India. The newspaper instead of dictator or neighbor had used plural which indirectly indicates the tin-pot dictator of Srilanka. These comments open a Pandora’s Box. Indian foreign policy had let down its own citizens in past.


 We Indian citizens, who rediscover the past, are baffled at the statement tabled in Indian Parliament on July 23 1974 by then Indian External Affairs Minister Mr.Swaran Singh [Lok sabha debates cols 186-201] for Re-Agreement between India and Srilanka on boundary in historic waters between the two countries and related matters. India must be aware what its own representative sought before UN Sub-committee on the need to extend its maritime belt in view of thorium find in Indian territorial waters. When we had national interest to extend our maritime belt, only a nincompoop would opt for an agreement that will hand over Indian island of Katcha Tivu to Srilanka by way of this agreement. We would like to remind that one Member of Indian Parliament, speaking on the floor of the house on 23rd July 1974 raised a point or order. Mr.P.K.Deo, Member from Kalahandi of Indian State of Orissa said “Nowhere the Indian Constitution provide for cession of even an inch of Indian Territory. All the Revenue records of Madras Government, a state of India, corroborate that Katcha Tivu was part of former Ramnad zamindary and an integral part of this country. So under no circumstances the Government has got any power under the Indian Constitution to cede even an inch of our country. A few days back the Coco islands which is part of Andaman group of islands belonging to India was ceded to Burma. Now it is Katcha Tivu. It is utter contempt and disrespect shown to the House [Indian Parliament] by not taking the house into confidence and facing us with a fait accompli”

 The handing over of Coco island by the foreign policy experts of seventies to Myanmar had paved way for China obtaining its in lease from Myanmar and to build a harbour there apart from installing Russian made radars and satellites to spy on Indian Missile programme operated from Orissa, a state of India just facing Coco islands in the west of the Bay of Bengal. Sitting entrenched in Eastern side of Bay of Bengal that too just 40 nautical miles away from Indian Territory of Andaman Nicobar islands, China had established its access and control of Bay of Bengal. The intelligent foreign policy experts who had no broad vision but had only a thread opened the gateway of Bay of Bengal to the Chinese dragon. Dr.Ram Manohar Lohia, a Socialist Member of Parliament and contemporary of Mr. Jawaharlal Nehru urged that India should extend her frontier to the Yarlung Zangbo River, which he refers as Brahmaputra; only then Indian troops would be able to meet the Chinese on more equal terms as far as physical conditions are concerned. While such opinions were aired, who took decisions, let us go back to the past pages of history.

“The office of the Military Intelligence was almost closed down by Nehru. Anyway the Intelligence Bureau was pursuing the guidelines laid down by Nehru in his 1954 directive “with single minded effort’ in this Mr.Mullick and the Intelligence Bureau he headed apparently had the support of the Prime Minister, steady and equally single-minded. As was not the case with the Intelligence Bureau’s cooperation with instructions to paper nor did he let even his Cabinet colleagues or senior officials into the secrets of his understanding with his Intelligence Director “
 These passages quoted indicate when and how India’s foreign policy took the diversion from cabinet accountability and collective responsibility and became a tool for the first among equals namely the Prime Minister of India to act through agencies bypassing other layers in democratic set up. Until 1959 border security was the exclusive concern of the Home Ministry and especially the Intelligence Bureau. Intelligence Bureau was under Home Ministry till 1970 and then Prime Minister Indira Gandhi separated it from Home Ministry and attached to Prime Ministers Office. It is not which Ministry controlled Intelligence Bureau that forms the theme of our debate. Cabinets were kept in dark. Cabinet colleagues were sidelined. Defense Secretary or Home Secretary was ignored. IB playing the tunes of Prime Minister started by Nehru is the starting point where India’s foreign policy went in wrong direction committing blunder after blunder.       
This culminated in Indian Cabinet headed by Mr.Manmohan Singh brushing aside his cabinet colleagues in the cabinet, misguided by National Security Adviser an extra-cabinet authority not accountable to public or Parliament, committing blunder after blunder in India’s Srilankan policy. The Himalayan blunder is joining hands with China and Pakistan and trying to get a certificate of good conduct to the worst ever barbarian dictator that history had even seen in neither past nor will tolerate one in future. Indian citizens, of Tamil ethnicity, fishermen who were fishing in Indian waters or contiguous waters were killed now and then, and Indian Prime Minister who should have sent Indian navy in hot pursuit of those killers from Srilanka, was busy pursuing single mindedly to take revenge for Rajiv Gandhi’s murder. Now having accomplished his revenge mission, Indian Prime Minister is duty bound to take revenge for the killings of Indian Tamils. 

The least he can do is to take the matter to International Court of Justice seeking compensation from Srilanka. Indian citizens, [who are not terrorists] hundreds of them, had been killed by Srilankan navy, and India shakes the blood soaked hands along with China, putting the conscience of India into suspended animation and making Mahatma Gandhi turn in his grave in shame. India and China are now members of the Financial Stability Board, the apex institution to monitor global risks of financial crisis. Their voting shares in the International Monetary Fund will also be slightly increased through an accelerated quota reform process. However post-reform the USA will retain its de facto veto power with a 17 percent share and the US, EU and Japan will control 53 percent of IMF shares. Individually the shares of US, UK, France and Japan will still be larger than China’s share of fewer than 4 percent.” Hence China had planned a new offensive according to Professor of National Institute of Public Finance and Policy Mr.Sudipto Mundle. “Zhou Xiaochuan, Governor of the Chinese Central Bank on the eve of G-20 summit suggested that dollar should be replaced with SDR’s as the new reserve currency. The huge dollar reserves held by Central Banks and other global investors would be severely eroded if the dollar were to suddenly depreciate. Yet these investors cannot easily diversify away from the dollar since this itself would trigger dollar depreciation. The Chinese are particularly concerned, an estimated 1 trillion dollars of their total reserves of around 2 trillion are held in dollar asset. The SDR exchange rate is a weighted average of exchange rates of the major convertible currencies. Accordingly under Zhou’s proposals, China and other countries could convert their reserves from dollars to SDR’s at current exchange rates without any erosion in their value. Implementing such a proposal would also mark the end of the dollar as reserve currency.” This is the game plan of China which has let the cat out of its bag. The New Indian Finance Minister cannot distribute rasagollahs over his assumption of office. Indians expect, what is he going to do? By joining hands with China to butcher Tamils and to bury the genocide before UN Human Rights Council, India had shown that it follows Chinese footsteps. If India treads the Chinese path, the Left parties of India will be rejoicing. If China launches SDR missiles to strike at the Dollar regime, India had to toe Chinese line, if Indo-China-Srilanka partnership to ethnic cleansing of Tamils is a forerunner to such cooperation. USA realizing the Chinese designs had been urging India to sign End-use Monitoring Agreement, Communications Interoperability and Security Memorandum agreement, and Logistics Support Agreement. China causes grave concern for USA, hence USA urges India to sign these pacts. China had become emboldened to say to USA to concentrate on western Pacific and China will look after eastern Pacific. Pacific Command Chief Admiral Timothy J Keating had recently held discussions with the extra-cabinet authority the National Security Adviser of India and Foreign Secretary of India, the duo that dances to Srilankan’s tunes.
  Are we with USA or are we with China? Is USA a grave danger to the territorial integrity of India or is China, the aggressor who claims our Indian State of Arunachal Pradesh will be a threat with high magnitude? China hand encircled India with tie-ups starting from Myanmar to Srilanka, Maldives to Pakistan and Bangladesh. With harbours in all these countries carefully built from 1990, China had acquired a might India cannot challenge. If China could suggest to USA to divide Pacific Ocean as eastern zone and western zone between them, will it not say to India confine to your coast in Bay of Bengal and from Myanmar China will control half of Bay of Bengal. Will not China with harbours in Pakistan and Maldives suffocate Indian presence in Arabic Ocean? Sitting in Srilanka’s southern tip China could block passage to Bay of Bengal and from Myanmar control Malacca Straits. India which supports Srilanka hoping it will shield its geo-political interests will cut a sorry figure in days ahead. Srilanka needed the support of India only to finish the Tamil demand for homeland. Helping Srilanka to crush Tamil freedom struggle China had succeeded in sowing distrust towards India in Tamil minds. Each and every step China plans is to establish it as Super power of Asia. It is the neo-colonial power which will colonize Myanmar and Srilanka. In Indian state of Bihar, the influx of Chinese women to marry Indians born in Buddha’s land is silently establishing a Chino-Indian population like early Anglo-Indians. Our foreign policy must be debated in Indian Parliament. Few individuals should not decide the foreign policy of a continent like India with 100 crore population. 

Ours is Indian Union, though it became unitary due to the trauma of partition, it must be borne that Indian States have a right to shape India’s foreign policy. Consensus can emerge in our National Integration Council, debates in Parliament can offer constructive course corrections, and Cabinet should not be bypassed, few people should not be shouldered with crafting nation’s foreign policy, however super brains they may be.

 But seeing how China had outwitted us by encircling India, and within India opening a Red corridor Nepal to Andhra Pradesh where Maoists rule the roost, it becomes evident that only fools will join hands with China, and those evil brains that want India again to become a colony, this time a colony of China will only get conduct certificates from Communist parties and not from Indians with common sense.

A Berlin Wall Across Our National Seaway


India and Sri Lanka recently declared that a feasibility study to construct a "Hanuman Bridge" across the Palk Straits will be undertaken. And now within few months Srilankan Investment Corporation Chairperson Mr. Jayasooriya had said that the feasibility is over and soon India and Sri Lanka are going to put their signatures for green signaling this project at a cost of Rs 4000 crores. A six way track for rail and road traffic is mooted. The distance of 29.2 kilometers between Thalaimannar and Thanuskodi which will be connected by this bridge, will dwarf the 23 kilometer sea bridge connecting Sweden and Denmark, Mr. Jayasoori proudly states.

At the outset this bridge seems to be a Berlin Wall to stall the Sethu Samudram Canal project conceived before 142 years, much before Suez Canal was mooted. India's coast from West to East extends to 3555 miles and to enable Indian ships to navigate within Indian territorial waters, the only missing link will be interlinked if Sethu Samudram Canal becomes reality. Further due to United Nations backed demarcation of exclusive economic zones will see our territorial waters extended up to 350 nautical miles from the coast. In such a changed milieu, it will be appropriate to expedite the construction of Sethu Samudram Canal. The last date of receipt of global tender for preparation of a feasibility study on Sethu Samudram Canal ended on 15th December 2001, and the nodal agency for implementation of Sethu Samudram Canal namely the Tuticorin Port Trust had then stated that the feasibility study will be over in 18 months. Now National Environmental Engineering Research Institute which had done preliminary study is entrusted with the task of doing the final study. Even the newly inducted Minister of State for Shipping Mr.Su.Thirunavukkarasar had said soon Sethu Samudram Project will commence.

If one had to recall the past it contains so many feasibility reports in queue. In 1860 Mr. A. D.Taylor of Indian Marine in his report estimated that the project could be completed in an estimated cost of 50 lakhs. These are the other feasibility reports during British rule namely British Parliament Committee Report (1862), The Report of Sir John Stuart the Chief Assistant Surveyor of Government of Ceylon (1871), The Report of Harbour Engineer George Robertson (1872), The Report of the South Indian Ship Canal Port and Coaling Station Ltd (1884), Southern Railway Company Report (1902), Sir Robert Brislow Harbour engineer of Government of India (1921), The Report of the Government of Madras on Harbour Development (1947).

In Independent India, for the first time the henceforth Rameswaram Shipping Canal got renamed as Sethu Samudram Canal in 19.5.1955 and plans to initiate a technical investigation for including this project in the II nd Five Year Plan gained momentum. Sir A. Ramaswamy Mudaliar Committee report (1955) in which the estimate of the project was merely 9.98 crores did not find favour for inclusion in the 2nd Five Year Plan. Thereafter Dr. Nagendra Singh Committee Report (1963), C.V. Venkateswaran Committee Report (1965), The revised estimate of C.V. Venkateswaran Committee (1971), The Technical Committee of Government of India (1980), The Report of the Harbour wing of the Ministry of Shipping (1981), Laksminarayanan Committee Report (1983), The unanimous resolution of Tamil Nadu Assembly (1986), Pallavan Transport Committee Report (1996), The National Environmental Research Institute report (1998) are in the league of reports that had favored this project over a period of 140 years. Now this project, which had been included in the IX th Plan, is going to be subjected for another feasibility study by global players.

As the rationale to have a National High ways is justifiable by all means, the dire need to have a National Seaway too is logical and is in national interest. If this canal is built near Adams Bridge linking Palk Straits with Gulf of Mannar, we can have an uninterrupted National Seaway.

And the recent decision of Indian and Srilankan Prime Ministers to have a bridge becomes a way for decent burial of for Sethu Samudram Canal. Instead in national interest India must desist from building a bridge and go ahead with the canal project. As Hanuman Bridge is attractive for the emotional of the ruling elite, we can even rename Sethu Samudram as Hanuman Samudram Canal and give clearance for this dream project.

We, Indian Tamils are thankful for your and your Government’s sympathies to the plight of the Internally Displaced Persons in Srilanka. But we are sad that Governments of the World are not comparing the Tamil genocide with the Jewish Genocide of last century. The irony is Jews who were persecuted in last century are not expressing solidarity with Tamils in this century, may be present generation had forgotten their past.

We all know the genocide of Jews during Second World War. Scholars opine that “The murder of the European Jews in the Second World War was unique. Never before did a state decide to kill a specific group of humans -- including old people, women, and children -- without any reservation or examination of the individual case, and enact this murder with the means of State power." -- Eberhard Jäckel, German Historian and Director of the Institute for Contemporary History, University of Stuttgart.

But the irony is before our eyes, in our own times, while leaders like you are in seats of power, not a dictator like Adolf Hitler with a massive war machine, but a tiny island’s sadistic President Rajapakshe, who could come to his senses if strong signals are sent remains determined to carry out his genocidal civil war to the finish. We thank you for talking to him, but the speed with which USA acted in Pakistan recently is unfortunately missing with regards to your Governments initiatives to stall the civil war and stop the Genocide of Tamils in Srilanka.

We read that the Srilankan President assured you of some all party conference as panacea not to end civil war, but to offer some power to Tamils of Eelam. We wish to bring to your kind attention on how many initiatives of past, how many pacts, how many packages, how many conferences were offered but ultimately none was fulfilled, because it had been the mindset of all Sinhalese parties in power, not to grant any power or autonomy or peaceful coexistence formula to Tamil population.

We want USA and the Nations of the World to offer Tamils the same panacea offered to Jews in last century. The modern state of Israel has its roots in the Biblical Land of Israel and the heartland of the ancient kingdoms of Israel and Judah. The only living classical language on Earth still spoken by millions and millions of Tamil people living across continents has in its Literature evidences in plenty about the Tamil rule and Tamil habitation of current Srilanka much before the so called Sinhalese set their foot there. If Biblical Land could be freed, why not Tamils land be freed?

This question haunts every Tamil heart which pleads silently to leaders like you to understand the similarities.

The birth of Zionism in 1897, its acceptance by the British Balfour Declaration followed by the League of Nations adopting the British Mandate of Palestine after World War I, which was "in favor of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing should be done which might prejudice the civil and religious rights of existing non-Jewish communities in Palestine...

The birth of Tamilism dates back to 2876 years when Tamil grammarian enunciated a rule to keep pure Tamil letters only among Tamil alphabets. Since then various struggles to preserve Tamil language, culture, and religion had been waged. In Independent India when Hindi was to be imposed as sole official language Tamilnadu, an Indian State waged a fierce battle to stop making India uniform in the name of ushering unity. India realized its folly after Tamil martyrs committed self immolations, thus yielded to democratic protests and made English continue as official language.

Much before Tamilnadu, the Tamils of Eelam fought for Tamil language. Until 1956 Tamil and Sinhalese enjoyed equal rights, which was deprived by the Official Languages Act of 1956. We all know that in Latin America many official languages are there, not one language is imposed. In Europe too many nations have multiple official languages. In Singapore and Malaysia that progressed well in post colonial era, Tamil is one of the official languages. Thus the main reason for conflict remains solved in all these nations. But Srilanka with whatever amendments brought till date had not accorded equal status to Tamils. UNESCO recognized worlds endangered languages and assists the preservation or revival of languages under threat. Tamil is the only living classical language in the world spoken by millions of people, and to preserve this language demanding equal official language status in whole of Srilanka is not an unpardonable crime. We in India too are fighting for such status, and our states with truncated powers under our Constitution have yet to succeed in obtaining this right from Indian Union. This only reason could be enough to declare that any Indian model of devolution of powers will not meet the demands of Eelam Tamils. India has 14 languages and may find it difficult to resolve the issue, but with only 2 languages Srilanka could resolve but never wants to solve the thorny language issue.

In 1947, following years of communal strife, the United Nations voted to partition Palestine into two states, one Jewish and one Arab; partition was accepted by Zionist leaders but rejected by Arab leaders. We Indian Tamils and Tamils forced by genocide in Srilanka who had to become global citizens living in many countries, want the United Nations Security Council to follow the same precedent and vote for partitioning of Srilanka.

In the telephonic talk you had with war mongering President of Srilanka, media reported that he had assured you that through all party conference, Tamil conflict will be resolved.

1. You may not be aware that before militancy reared its head Tamils were peacefully demanding their rights under the leadership of Gandhi of Eelam S.J.V.Selvanayagam. In July 1957 a pact to resolve the grievances of Tamils was signed between Srilankan Prime Minister Mr.S.W.R.D.Bandaranaike and Leader of the Federal Party Mr.S.J.V.Selvanayagam. Please note that the Tamils party was called Federal Party. If only Srilanka had agreed for a federal set up in 1957, fifty two years ago, current civil war or the militant movement would not have had their inception. But to force Tamils accept such a federal set up now will be historical blunder. Changed circumstances warrant granting of independence to Tamils and partitioning of Srilanka. This pact, due to opposition of Sinhalese parties was abrogated in 1958.

2. In March 1965 then Prime Minister of Srilanka Mr. Dudley Senanaike entered into a pact with Federal Party Leader Mr.S.J.V.Selvanayagam. Though the United National Party of the Prime Minister had coalition with Federal Party, the Government did not implement the pact. In law there is a doctrine of estoppels, which means though not, given in writing promises made by governments are implementable. Numerous judgments in Indian Courts are based on this doctrine. Going back on promises gave birth to militancy, you must remember.

3. You, and other leaders of the nations, believe that through democratic maneuvers all demands of Tamils could be met now, but conveniently forget how the Federal Party of Tamils presented a model Federal Constitution to the Constituent Assembly in 1972. This model draft was rejected by the Steering Committee of the Constituent Assembly. The demands of Tamils presented through democratic process had always been rejected. America remains champion for the cause of democracy in letter and not in spirit, which should undergo radical transformation under President Barrack H.Obama’s administration, we all hope. In Myanmar, the democratically elected Ms.Aung San Suu Kyi gets lip-service in support and noble awards but military rule thrives, where have the democrats of the world gone? 

In Srilanka a dictator subverts democracy by offering cabinet posts to 118 members of the 224 members supporting him, and world does not eyen raise their eyelid at this perverted democracy?

Buy everybody and call democracy a purchasable product, Mr.Mahinda Rajapakshe shamelessly will declare, and how can the world be hoodwinked by such acts? How can nations that swear by democracy say we will protect the unitary structure of Srilanka, when over the catacomb of democracy a tin pot dictator carries out his genocide of Tamils and builds his castle of lies?

4. If the historical lesson of successive Srilankan Governments going back on promises made and pacts reached with Tamils is not enough to tell you not to expect any panacea from Srilanka to heal the wounds of Tamils, then our party had to remind Democratic Party and its Government about the fate of Annexure C proposals mooted by Indian Prime Minister Indira Gandhi in 1983. This peace proposal drafted by Indira Gandhi’s special emissary Mr.G.Parthsarathy was to be the basis of deliberations in All Party Conference. Then Srilankan President Mr.J.R.Jayawardene disclaimed obligation to abide by it. Current Srilankan President Mr.Mahinda Rajapakshe offers you to place Tamils demand before all party conference, and media reports suggest that he had convinced your administration. The Tamil cause and the bravery of the freedom fighters falsely branded as terrorists had not been explained properly in international arena; hence these historical facts about aborted pacts remain hidden from all of your minds.

5. There are numerous papers from which line by line and word by word we can puncture the arguments in favor of another All Party Conference, a futile exercise to hoodwink USA was mooted in talks with you. The Report of the Working Group of Officials and Experts to the Committee of the All party Conference in August 1984, The Presidents Report to the Plenary session of the All Party Conference in September 1984 and the Statement by the then Srilankan President and Chairman of the All Party Conference in its plenary session of December 1984 could be examined by USA State Department on what all had been offered and what was withdrawn. Current President of Srilanka Mr.Mahinda Rajapakshe only offers old wine in new bottle. Though literally speaking old wine will be tasty, here new poison in new bottle with old sticker of all party conference is proposed to be offered by Mr.Rajapakshe, we Indian Tamils caution your administration. The District and Provincial Council Bill, a draft bill was adopted at the 1984 All Party Conference. But President J.R.Jayawardene ended the deliberations inconclusively.

6. India once again made an abortive attempt to resolve the crisis. In July 1985, Government of India convened Thimpu Talks in Bhutan. Government of Srilanka, Tamil United Liberation Front, Tamil Eelam Liberation Organization, PLOTE, EROS and EPRLF participated in the talks. The Srilankan document of 1984 regarding District and Provincial Councils was tabled. All Tamil groups rejected this offer on 13th July 1985.

Tamils said “We have demanded and struggled for an independent Tamil State as answer to the problem of denial of basical and fundamental rights to our people. We urge that a] Tamils of Srilanka should be recognized as distinct nationality. b] The guarantee to our territorial integrity of our Tamil homeland c] the inalienable right of self determination of Tamils is recognized d] the full citizenship rights, democratic rights, fundamental rights of Tamils should be recognized.
 Based on these cardinal principles if a conflict resolution formula is envisaged, Tamil parties expressed willingness to consider it. Srilanka was adamant, Thimpu talks mediated by India failed. 

But both India and Srilanka discussed and discussed, without involving aggrieved party namely Tamils and a Draft Framework of Terms of Accord and Understanding was submitted to Srilankan President J.R.Jayawardene by India. The Srilankan President should have placed this document for Cabinet approval, which he failed to do wantonly, therefore resulting in it becoming lapsed.

7. TULF, the Tamil moderate party presented a memorandum to Indian Prime Minister Mr.Rajiv Gandhi in December 1985. Srilankan Government submitted its response to these proposals in January 1986. Herein the Chidambaram proposals mooted by current Indian Minister of Home Affairs needs mention. A delegation of Indian Government led by Mr.P.Chidambaram discussed with Srilankan Government and Tamil parties, and based on these discussions Srilankan Government sent its proposals to Government of India. The Draft Amendment to the Constitution of Srilanka based on Chidambaram proposals emerged in September 1986. 

Then Indian Prime Minister Mr.Rajiv Gandhi and Srilankan President Mr.J.R.Jayawardane met in Indian city of Bangalore on 18th November 1986, and a working paper based on their discussions emerged. Srilankan Government submitted its response to this working paper on 26th November 1986.All these discussions led to the Indo-Srilanka Agreement for peace and normalcy in Srilanka of July 1987.

India pursued two pronged strategy. It provided military support and training to Tamil militant organizations, while bringing pressure through international community. Government of India sent Indian Peace Keeping Force to implement this accord.  As per this accord the North and Eastern Provinces, traditional Tamil homeland colonized by Sinhalese, was to be merged into single province and a referendum to confirm merger should take place before 1988 December.

 The much dreaded monster, a phobia created by Srilanka and Osama Bin Laden obsessed Western countries, LTTE agreed to hand over arms and started handing over arms to Indian Peace Keeping Force.

 As per the accord Government of Srilanka should grant general amnesty to “political prisoners and others now held in custody under the Prevention of Terrorism Act and other Emergency Laws, and to combatants as well as accused, charged or convicted under these laws.” If only Srilanka had granted this general amnesty without putting spokes in the wheel, the LTTE would have become a democratic political party. Srilanka withheld amnesty to 1250 Tamil political prisoners, and LTTE suspended the surrender of arms.

8. Thirteenth Amendment to the Constitution of Srilanka brought out in November 1987 resulted in setting up of Provincial Councils for first time. Then also the grievances remained. Tamil political parties ACTC, DPLF, ENDLF and TELO submitted proposals to the Drafting Committee of the All Party Conference in 1990. Then the Thondaman proposals formulated by CWC, proposals by Liberal Party were all presented but these exercises before Constitutional Reform Committee ended without serving any purpose. The Up Country People’s Front submitted its proposals to the Parliamentary Select Committee on Constitutional Reforms. So you and your Government must take note of the various initiatives not only by Tamil political parties but Sinhalese also were derailed in these exercises in futility.

 Then Respected Secretary of State, we cannot hope for any result through the All Party Conference idea mooted to you by current Srilankan President Mr.Mahinda Rajapakshe. His predecessors in past were buying time to tire out Tamils and ultimately to eliminate Tamils from their soil, hence these conferences to hoodwink the world. Only a nincompoop will accept the offers made by Mr.Rajapakshe, who thinks he can fool the whole world with verbal gymnastics.

9. Presidential candidate Mr.Gamini Dissanayake announced Peace Proposals but he was assassinated, and his party abandoned the proposals in 1996. Your Government must ask the CIA or FBI to refresh your memory on the political assassinations in Srilanka, assassinations of media men in Srilanka, in all such compiled facts the accusing finger will not point towards LTTE but towards Sinhalese leaders themselves. Are these leaders peace loving people, they alone are terrorists, and as tit for tat if someone  had got a hit from Tamil side, that should be viewed in the overall political arena and the players in that area, who are no paragons of virtue. To blame freedom fighters of all sins under the sun, the rest of the world with conscience should not hide the criminality of people in power.

10. The story is not over yet. Srilankan President Chandrika Kumaratunga’s devolution proposals of 1995.The first round of talks between Prime Minister of Srilanka’s delegation and Liberation Tigers of Tamil Eelam held on 13th October 1995. But Prime Minister Chandrika Kumaratunga who was for peace won the Presidential election in November, made her mindset change from solving the issue to appeasing the Sinhalese majority.

These are in short the past initiatives of Indian Prime Ministers, Indira Gandhi and Rajiv Gandhi which failed to yield peace in Srilanka. The Indo Srilankan Accord of 1897 and Basics Ideas of Chandrika Kumaratunga which resulted in 13th Amendment to the Srilankan constitution were two initiatives which offered few sops, but other initiatives were total disasters. In the light of these historical facts, we would urge the US Administration not to buy the suggestion of All Party Conference mooted by Srilankan President Mr.Mahinda Rajapakshe.

United States must take up the initiative in the Security Council to send UN Peace Keeping Force. United States of America must exert diplomatic pressure on China which is constructing a harbor in Southern tip of Srilanka in Hampantotta in order to control the sea lanes of Indian Ocean, not to be blinded by geo political interests and forget the noble goals of United Nations and Universal Laws to stop the Genocide.
