Q: Concept of Paramountcy and how Princely India came under British umbrella ?

A:Lord Wellesley was Governor General of India between 1797 and 1805. In that eight years he concluded almost 100 treaties with Indian princes. The concept of paramountcy  led to the establishment of Princely order in India. Wellesley’s policy of subsidiary alliances was an umbrella thought brought princely states in the defensive alliance and mutual guarantee. So when India awaited Independence in August 15th of 1947, it had to break its head over 564 princely states.

Q: When British Prime Minister Atlee announced the policy decision on 20th February 1947 to withdraw from India by June 1948, what was the scenario in India ?

A: Let me quote The Times London “ Muslim separatism is deriving encouragement from the language of the white paper.” The Princes started dreaming of Third Dominion. Winston Churchill named it as Princestan. The Chancellor of the Chamber of Princes Nawab of Bhopal asked the Princes not to immediately decide joining Indian Constituent Assembly but to wait and watch. Nawab of Bhopal inducted pro-Pakistani officials in the Secretariat of the Chamber. He made a Pakistani Mohammed Zafrullah as his constitutional adviser. Indore was with Bhopal, Jodhpur too joined the bandwagon. With the blessings of Jinnah and with the backing of the Secretary of the Political Department Sir Conrad Cornfield it seems Princely India will be separate entity once India got independence.

Q: Among the princely states who declared independence first, and who changed his colours like chameleon and headed a committee to ban political parties that sought separatism ?

A: Diwan of Travancore Sir C.P.Ramasamy Iyer declared on May 9th of 1947 that on the lapse of Paramountcy on August 15th  simultaneously with the transfer of power to India, Travancore would declare herself a free and independent State. The wily Brahmin was arrogant that in Delhi he even declined the invitation for lunch extended by Sardar Patel. Sardar Patel directly spoke to the Maharaja over telephone in commanding tone. The question, who is standing in your way ? made the Maharaja shiver in fear and he conveyed his decision to accede to India.

Q: How all the princely states were brought into the Indian umbrella ? To whom the credit should go ?

A: Definitely not to Nehru. The credit to make 562 princely states accede to India rests on the shoulders of Sardar Patel. In June 1946 Patel spelt his policy: “ The time has arrived when it is necessary for Indian people to deal with the States problem on the basis of collective approach to the Princes as a whole and not to fritter away their energies in isolated battles”.  Mountbatten too facilitated by declaring separate  negotiations with each and every princely state is ruled out.

Q:Plundering natural resources and land scams are not new, even in British India such things happened, and even in independent India it continues, especially in naxal infected Bastar. Tell about this ?

A: In September 1946, Bastar had a Raja who was a minor and weakling and a foreigner as its Prime Minister. Bastar had and has rich mineral resources. Then it was mortgaged to Hyderabad State for a long lease. Patel took up the issue with the Political Department of the British. He was told that as the guardian of the minor prince, foreigner Prime Minister can enter into mortgaging a whole state. Patel saw the Prince of Bastar and said “ I felt it was a sin to make him sign such agreement. It was then that I was made fully conscious of the extent to which our interests were prejudiced in every way by the machinations of the Political Department and came to the conclusion the sooner we were rid of these people the better. Their main aim was to further their interests and to cause much damage to India as possible. I came to the conclusion that the best course was to drive out foreigners even at the cost of partition of the country.It was also then that I felt that there was only one way to make the country safe and strong.. and that was unification of rest of India.

Q: What did Dr.B.R.Ambedkar suggest when Partition became inevitable ? What happened during partition ? What did Ambedkar think on Gandhiji’s attitude at that time ?

A: Dr.Ambedkar proposed partition with complete transfer of the population of the Hindus and Muslims from their respective zones to avert blood shed. As he feared partition brought unprecedented blood shed with mass exodus of 7.30 million Hindu and Sikh refugees to India. Ambedkar felt why did Gandhi never went to fast to prevent Partition, in spite of saying again and again that India can be partitioned only over his dead body ?

The time is ripe now for establishing a true federal system that will strengthen the bonds of mutual cooperation, unity, and cordiality between the Centre and the States.

The DMK is of the view that for proper and ideal Centre-State relations, there should be more powers for the States. To be more appropriate and precise, there should be autonomy for the States and federalism at the Centre.

The demand for restructuring Centre-State relations is as old as the adoption of the Constitution of India in 1950. The creation of a new structure of constitutional government for independent India deserves to be seen in historical context, particularly by taking into account the objective political situation that existed then. In fact, political imperatives emerging out of the independence movement historically as well as the immediate imperatives of the Partition of India influenced the design of government incorporated in the Constitution. On the one hand, the framers, drawing the spirit of the independence movement, found the federal scheme appropriate for India; on the other hand, Partition created a fear of centrifugal elements in the nascent nation.

Indeed, the major part of the history of the struggle for self-rule and independence reflects efforts to find a solution to India’s gigantic diversity. Even the mobilisation for the national movement was based on federal principles. The acceptance of language as the basis for redrawing the provincial boundary, for example, was a result of such a mobilisation. The history of federalism and Centre-State relations in India is marked by political mobilisation and intermittent struggle to fashion a more federal set-up. Even though such efforts have not yet resulted in any major constitutional changes towards a more federal orientation, the struggle has not been entirely fruitless.

In the phase lasting until the last 1960s, the task of nation building and development was the main concern of the nation’s rulers. However, this period was not solely dominated by the trend of centralisation. One of the major democratic movements in the post-Independence period — the movement for the formation of the linguistic States — took place in the 1950s, which resulted in the formation of linguistic States in 1956. The Central government resisted this demand and gave in — in the face of strong popular movements. This laid the basis for the later assertion by the States for greater powers.

“It is the Sappers and Miners who go in advance clearing the bushes and the thorns and preparing the way for the tanks in the Army. I plead with the ruling party to use us as Sappers and Miners to clear the way for them. We are not mindful of the dust we would gather in the course of this task. The ruling party should utilise our services for getting more powers transferred from the Centre to the States.” It may be borne in mind that these were the words Arignar Anna [C. N. Annadurai, who became Chief Minister a decade later] spoke fifty years ago, on May 6, 1957, in the Tamil Nadu Legislative Assembly.

The second phase began with the 1967 general elections. Non-Congress State governments came into being. The demand for restructuring of Centre-State relations picked up momentum. In this connection, it may be useful to recall the impression of Arignar Anna, gathered by him as the Chief Minister. In his last epistle to his brethren titled “Hail, The Dawn!” published in Home Rule in January 1969, he wrote about “Federalism” and about our Constitution, “which on paper is federal but in actual practice tends to get more and more centralised.” After the passing of Arignar Anna in February 1969, when I was asked to bear the burden of responsibility, I continued the tenor and tone of our towering teacher and mentor.

The Dravida Munnetra Kazhagam decided to carry on a campaign on Centre-State relations in a systematic and scientific manner. It was on March 17, 1969, during my first visit to New Delhi as Chief Minister — in the course of answering searching questions on a wide range of subjects by over fifty newsmen representing newspapers from all over the country — that I said the Government was considering the setting up of an Expert Committee to go into the question of Centre-State relations and recommend the powers that should be transferred from the Centre to the States. On August 19, 1969, I announced on the floor of the Legislative Assembly the formation of a Three Member Committee with Dr. P.V. Rajamannar as Chairman and Dr. A.L. Mudaliar and P. Chandra Reddy as Members.

In February 1970, in the DMK Conference in Tiruchy, in order to take the Will of Arignar Anna to the hearts of partymen, a popular slogan, “Autonomy for the States; Federalism at the Centre,” was given and it started reverberating through the length and breadth of the States.

With a view to taking the concept of State autonomy to the people, the DMK conducted on September 12 and 13, 1970, a State Autonomy Conference at Anna Nagar, Chennai. Thanthai Periyar E.V. Ramasamy, Quaid-e-Milleth Ismail, the then West Bengal Chief Minister, Ajoy Mukherjee, Pranab Mukherjee, N. Srikandan Nair, Arangil Sridharan, S.M. Krishna, and a number of MPs and leaders participated. I presided over the conference.

In its 1971 Election Manifesto, the DMK announced: “Though the Constitution of India is described as a Federal one, the balance is more tilted towards the Centre and hence the States are not able to function freely in the administrative and financial spheres. Only such powers as are necessary for the Centre to preserve the strength of India should be assigned to the Centre and all the other powers should be left to the States without impairing the ideal of a strong India.”

The report of the Rajamannar Committee was received on May 27, 1971. On April 16, 1974, I moved a historic resolution in the Tamil Nadu Legislative Assembly requesting the Central government to accept the views of the Tamil Nadu government on State autonomy and the recommendations of the Rajamannar Committee and proceed to effect immediate changes in the Constitution of India to establish a truly federal set-up. In 1974,

In 1974, Murasoli Maran, an inimitable ideologue of the DMK, brought out a brilliant treatise on State autonomy. He explained in simple and effective language decentralisation and federalism; devolution and provincial autonomy; the nature of the Indian Constitution; and the basis for State autonomy.

For the first time, in 1989, a National Front coalition government headed by V.P. Singh, which included major regional parties like the DMK, took office at the Centre. Though short-lived, this government took certain steps to strengthen the federal principle. The Inter-State Council was constituted in 1990. The entry of regional parties in coalition governments at the Centre became a regular feature in 1996 with the formation of the United Front government and in all subsequent ones — and presently in the United Progressive Alliance government functioning under the esteemed guidance of Sonia Gandhi. The Left parties, which supported both the National Front Government in 1989 and the United Front government in 1996-1998 and the present UPA government, are strong supporters of the federal principle.

Attempts have been made to impose a unitary form of government in the country. The character of India as a multinational, multilingual, multi-religious state has been blatantly ignored. The relevant recommendations of the Sarkaria Commission on the restructuring of Centre-State relations have not been accepted and implemented in true spirit — as a result of which there has been a persistent trend of centralisation of economic and political powers in the country. The time is ripe now [for a transformation] with almost every major political party realising — by sheer experience and because of objective conditions — the need to establish a true federal system that would strengthen the bonds of mutual cooperation, unity, and cordiality between the Centre and the States.

It needs to be remembered that only the spirit of “co-operative federalism” — and not an attitude of dominance or superiority — can preserve the balance between the Union and the States and promote the good of the people. Under our constitutional system, no single entity can claim superiority. Sovereignty does not lie in any one institution or in any one wing of the government. The power of governance is distributed in several organs and institutions — a sine qua non for good governance. Even if we assume that the Centre has been given a certain dominance over the States, that dominance should be used strictly for the purpose intended, not for oblique purposes. An unusual and extraordinary power like the one contained in Article 356 cannot be employed for furthering the prospects of a political party or to destabilise a duly elected government and a duly constituted Legislative Assembly. The consequences of such improper use may not be evident immediately. But those do not go without any effect. Their consequences become evident in the long run and may be irreversible.

As the DMK is wedded to the principle of more powers to the States to ensure a true federal set-up in India, it has been ceaselessly and tirelessly underlining this principle wherever the occasion arises. It may be recalled that in the Governor’s address of January 20, 2007, in the Tamil Nadu Legislative Assembly, it has been explained that “this Government, holding Arignar Anna’s principle of State Autonomy close to its heart, while voicing its demand for rights and at the same time extending a hand of friendship, shall endeavour to secure the due rights and benefits for our State from the Union Government.”

பஞ்சாங்கம் பார்த்துப் பாழ்பட்டுப்போன நாட்டில் நாம் வாழ்ந்து கொண்டிருக்கிறோம். கடிகார முள்ளோடு போட்டியிட்டுக் காரியமாற்றியோர் நிரம்பிய மேலைநாடுகள் பொருளாராரத் துறையில் பெரு வெற்றி ஈட்டியதைக் கண்ட பின்னரும், கருத்திலே தெளிவு ஏற்படாமல் காரிருளில் சிக்கிக் கிடக்கின்றோம். கோளின் அசைவே கொணர்க உணவென வாளா இருந்தால் வயிறது தூற்றும். நேரம் சரியாகும்வரை ஏதுஞ் செய்யேன் என்று படுத்துக் கொண்டால் அடுக்கடுக்காய் அல்லல்கள் வரும். கைவரி கண்டு காசு பறிக்க எவனோ சொல்லும் பொய்யுரை நம்பிப் பொழுதெல்லாம் தூங்கிக் கிடந்தால் வறுமையை விரட்டுவதும் வளமையைத் திரட்டுவதும் முடியாமற் போகும். கடவுளுக்கு விழாவெடுத்துக் காசைக் கரியாக்கிக் கொண்டிருந்தால் இடைத்தரகர் ஏப்பம்விட ஏதுவாகுமே ஒழிய எல்லா நலனும் வந்துவிடாது.
அயனோத்சவத்தால் புண்ணிய பலம் அடையலாமென்பது அறிவிலார் மட்டுமே நம்புதற்கேற்றது. பாதோத்சவத்தால் இராஜதோஷ நிவர்த்தி ஏற்படும் என்றும். அமாவாசையால் தாரபுத்திராதி இஷ்டகாமிய சித்தி அடையலாம் என்றும் பௌர்ணமி பூசையால் சகல பாப நிவாரணம் எய்தலாம் என்னும் பௌர்ணமி பூசையால் சகல பாப நிவாரணம் எய்தலாம் என்றும் கிருத்திகை கொண்டாடுவரால் சௌக்கியம் விளையும் என்றும், திருவாதிரையால் சகல சம்பத்தும் சேரும் என்றும். மகம் கொண்டாடினால் சுஜன சிரேஸ்டத் துவம் ஏற்படும் என்றும். உத்திரத்தால் சீலம் நேரும் என்றும். சித்திரையால் ரூபலாவண்ய மனைவி கிடைப்பாள் என்றும் ஆரியர் இட்டுக் கட்டிய கட்டுக் கதைகளை இன்னமும் நம்பிக் கொண்டிருக்கலாமா? சித்திரை கொண்டாடாத சீர்திருத்தக்காரர்க்கு அழகிய மனைவி அகப்படாமல்தான் போய்விட்டாளா? சித்திரை கொண்டாடும் பக்திமான்கட்கு அகோர பத்தினியர் இல்லாமலா
இருக்கின்றனர் என்றெல்லாம் எண்ணத்திலே கேள்விக்குறிகளை எழுப்ப பகுத்தறிவியக்கமாம் தி.மு. கழகம் இங்கு இல்லையானால் மடமைப்பிடியில் மாக்களென இன்னமும் தான் நம்மவர் உழன்று கொண்டிருக்க நேரும்.
கைராட்டை சுற்றிக் கொண்டும், கலப்பûயால் உழுது கொண்டும், கட்டை வண்டியிலே பயணஞ்செய்து கொண்டும் இராகுகாலம்-எமகண்டம், வாரசூலை என நாளின் பெரும்பகுதியை வீணாக்கிக்கொண்டும், சும்மா இருப்பதே சுகம் என முழங்கிக்கொண்டும், திண்ணைப் பேச்சிலும் தெருமுனைப் பேச்சிலும். சந்துமுனைச் சிந்திலும் காலத்தைக் கழித்துக் கொண்டும் உலகில் நிரந்தரப் பிச்சைக்காரர்களாய் நம் நாட்டவர் என்றென்றும் இருக்குமளவு மதங்கள் ஊட்டிய ஆரியமாயையில் இருந்து தமிழினத்தை விடுவிக்கும் பெரும் பொறுப்பு தி.மு. கழகத்தின்மீது விழுந்துள்ளது.
கருட வாகனத்தையும், மயில் வாகனத்தையும், பெருச்சாளி வாகனத்தையும், ரிஷ்ப வாகனத்தையும் வெள்ளியாலும் பொன்னாலுஞ் செய்து óவறுமையிலே கடைசிவரை நெளியத்தான் óகற்றுக் கொண்டிருக்கிறோமே ஒழிய, விண்வெளியுகத்திற்கு வேண்டிய அறிவைப்ó பெறத் தவறிவிட்டோம்.
"கருடன், கழுகு, மயில், திருடும் நாய், பெருச்சாளி, கடிக்கும் பாம்பு, குரங்கு, பிடிக்குங்குதிரை, யானை, குருடுகளே! மாடுளையும் அதன் சாணியையும் பெண் குறியையும் தெய்வமென்று வெறி கொண்டலையாதேயும் " என்றும்.
"வில்வந் துளசி கொன்றை கொல்லும் அவரி ஆத்திவேம்போ டரசுவன்னி, ஒம்பால் பனையறுகம் புல் ஒதிதருப்பை யாவும் நல்கும் கதியென்றெண்ணி பொருளைக் காணமற் போனீர்-இருளின் மக்களே நீங்கள் " என்றும் சித்தர்கள் பாடி அறிவுறுத்தும் நிலை ஏன் ஏற்பட்டது என இன்னமும் எண்ணிப் பார்க்காதிருக்கிறோம். சித்தர்கள் வழியில் சீர்திருத்த இயக்கமாம் தி.மு. கழகம் எழுப்பிய வினக்குறிகள் தொடர்ந்து தமிழன் ஒவ்வொருவனுடைய நெஞ்சிலும் ஒங்கி ஒலித்தாக வேண்டும். விஞ்ஞானச் சித்தனை வேரூன்றி வளர்ந்தாக வேண்டும். பகுத்தறிவு ஒளி பாய்ந்தாகல் வேண்டும்.
"செஞ்ஞாயிற்றுச் செலவு " பற்றிய புறப்பாடல் தமிழனிடம் உண்டு. ஆயின் இடையில் தமிழனுக்கு ஏற்பட்ட மதி மயக்கம் பாடல் வழியில் ஞாயிறு ஏகும் பயணத்திற்கான விஞ்ஞான அறிவை வளர்த்துக் கொள்ளவிடாமல் தடுத்துவிட்டது. அறிவியல் முனைப்பையும் முன்னேற்றத்தையும் அடியோடு கெடுத்து விட்டது. வறுமையை பரிசாகக் கொடுத்துவிட்டது. ஊக்கத்தை வேரோடு ஒழித்துவிட்டது. உழைக்கும் துடிப்பை மூடநம்பிக்கையும் புராண போதையும் அழித்துவிட்டது.
அணுவைத் துளைத்து என்ற திருவள்ளுவமாலை வரி இங்கே உண்டு. அணுவைப் பிளக்கும் ஆற்றலை நாம் பெற்றோமில்லை. திருவள்ளுமாலை வரியில் கற்றோமில்லை.
பழந்தமிழ் மன்னர்களும் பொறியியல் வளர்ச்சிக்கு ஆக்கமும் ஊக்கமும் அளித்தே வந்தள்ளனர்.
மன்னர் தம் கோட்டை மதில் மீது நூற்றுவரைக் கொல்லி, நூக்கியெறி பேய்ப்பொறி களிறுப்பொறி. பாம்பும் பொறி சங்கிலிப்பொறி புலிப்பொறி. விற்பொறி, குதிரைப் பொறி, தொடர்வாள். கற்பொறி, தீப்பொறி, நெருக்கு மரம்.கெம்புருகு, வெம்புருகு,நெய் உமிழும் பொறி, அம்புமிழும் பொறி, கல்லுமிழும் பொறி, குரங்குப்பொறி, அரியும் பொறி, நண்நூல் என்று பகைவரைத் தாக்கும் பன்னூறு பொறிகள் இருந்தகை சீவக சிந்தாமணி செப்புகின்றது. இன்று போர்க்கருவிகளை பிற நாடுகளில் இருந்து இறக்குமதி செய்யக் கற்றுள்ளோம் என்பதைத் தவிரப் புதுவதுபுனையும் ஆற்றல் அற்றுவிட்டோம் என்பதுதானே வெள்ளிடைமலை.
இத்தகு பொறிகளே இல்லாமல் கையும் காலுமே கருவிகள் என மனிதர்கள் அடித்துக்கொண்டிருக்கலாம். கற்கருவி, இரும்புக் கருவி என மாந்த நாகரிகம் மெள்ள மெள்ள வளர்ந்திருக்க வேண்டிய அவசியமே இல்லை என்போர் அவனியில் இருந்திடக் காண்போமோ?
விண்வெளி யுகத்தில் கட்டை வண்டி வேகத்தில் காரியம் நடைபெற்றாக வேண்டும் என வாதிடும் விந்தை மனிதர்களும் இருக்கின்றரே என்ற வேதனைதான் வெடித்துக்கிளம்புகின்றது.
ஒலி வேகத்தில்-ஒளி வேகத்தில் உலகில் அறிவியல் வளர்ச்சி ஏற்படும் காலத்தில் நாம் வாழ்கின்றேம்.
ஒலி வேகம் வேண்டும் என உணர்த்த ஒலியை ஒம் வடிவில் வழிபட்ட பரம்பரையினர் நாம் நாம் எனினும் ஆமைகளாய் ஊமைகளாய் ஆற்றலற்றுக் கிடக்கின்றோம்.
ஒளி வணக்கம் - உதயசூரியன் வழிபாடு உலகெல்லாம் பண்டு தொட்டு இருந்து வருகின்றது. ஒளிக்கு உருவம் தந்து-தீயை உண்டாக்குகின்ற தீக்கடைக் கோலை "சிவலிங்க " மென வணங்கி வருகின்றோம். தீக் கடைக்கோல் அன்று தீ மூட்டத் தேவையாயிற்று. அதனை அந்நாளில் தெய்வம் ஆக்கிவிட்டனர். பின்னால் சக்கிமுக்கிக்கல் தீயை உண்டாக்கினலும் அதனைக் கும்பிடு வாரில்லை. இன்று தீப்பொறியை உண்டாக்குவதால் குச்சியை தெய்வமெனக் கும்ப்பிடுவோமா? ஒரு பொத்தானை அமுக்கினாலே அறைமின் ஒளி பரவுகின்றது - கண்டு கன்னத்தில் போட்டுக்கொள்கிறேமே ஒழிய பொத்தனையோ-மின்விளக்கையோ வழிபடத் தலைப்படுவதில்லை.
ஒளி வணக்கம் உருவ வணக்கமாகி "நட்டகல்லை தெய்வ மேன்று " சிவவாக்கியர் என்னும் சித்தர் செப்புவதுபோல நாலுபுட்பம் சாத்தும் மடமை நாட்டினில் பெருகிவிட்டது உருவணக்கத்தை ஒழித்து ஒளி வணக்கத்தினை உயிர்ப்பிக்க கித்தர்களும் வள்ளலாரு முயற்சி செய்யும் அளவு தீமை புரையோடி விட்டது. ஒளி வேகத்தில் விண்ணில் பயணம் செய்யும் கலங்களைப் படைத்திடும் மேனட்டார் ஒளியை வழிபட்டுக் கொண்டிருந்தாரில்ல இந்த உண்மையை பசுமரத் தாணிபோல் தமிழன் ஒவ்வொருவனுடைய உள்ளத்திலும் பதித்துப்பகுத்தறிவு யுகம் உதிக்கும் வரையில் தி.மு. கழகத்தின் தொண்டு நம் நாட்டுக்குத் தேவைப்படுகின்றது.
வழிபாடு நம் அறிவியல் வளர்ச்சியைக் கெடுத்துவிட்டதும் ஆலயம் தொழுதல் சால நன்றென்று கோயில் கட்டிக்குடமுழுக்காட்டிக் கொண்டிருந்தோமே ஒழிய அறிவியல் துறையில் முன்னேற்றத்தைக் காணத் தவறிவிட்டோம். இத்தோடு முன்னோர் அறிந்தவர்களையும் மூடிவைத்து பாழாய் போய்விட்டது.
கண்டவர் விண்டிலர் என்று கணக்கில்லா அறிவுத்துறை செய்திகள் கல்லறைக்கும் போய்விட்டன. சித்த மருத்துவச் சிறப்பு இன்று பெருமையாகப் பேசப்படுகின்றது. எத்தனை சித்த மருத்துவச் செய்திகள் ஒரு சிலரின் தன்னலத்தால் பிறங்கடைகட்குக் கிட்டாமல் எட்டாமல் போய்விட்டது சிலரிடம் சிறைப்பட்டிருந்த அறிவுதான் இப்படிப் பயன் படாமல் போயிற்றென்றால்ல் செல்லரித்த சுவடிகளில் அழிந்துவிட்ட அற்புத மருத்துவத்திற்கு அளவேது.
உள்ள அறிவையே ஒழுங்காகப் பயன்படுத்திக் கொள்ளததால் தவறிவிட்ட நாட்டில் வாழ்ந்து கொண்டிருக்கிறோம்.
‘நித்திய கல்யாணி’ எனும் மூலிகை இன்று புற்றுக் நோய்க்கு மருந்து கண்டுபிடிக்கப் பயன்படுகின்றது. வேர்கள் மூலிகைகள் பற்றி ஆழ்ந்தகன்ற அறிவுசான்ற பழந்தமிழ்ச் சித்தர்க்கு இது தெரியாத சேதியாக இருந்திருக்கமுடியாது. ஆயின் அழிந்து போன ஏடுகளில் அடுத்துவர்க்கு அறிவிக்கப்படாது அழிந்த கருத்துக்களில் இதுவும் அடங்கி இருக்கலாம்.
இன்றோ, மருத்துவச் சொற்கள் தமிழில் இன்னமும் மொழியப் பெயர்க்கப் படாமல் மருத்துவம் ஆங்கிலத்தின் வாயிலாகக் கற்பிக்கப்படுகின்றது. தமிழ் இத்துறையில் பயிற்று மொழியாவது தி.மு. கழகம் மறுபடியும். அரசுப் பொறுப்பேற்றால் தான் இயலும்.
புதுவை ஜிப்மர் மருத்துவக் கல்லூரியில் மாணவராக இருந்தபோதே டாக்டர் அரிமா மகிழ்கோ என்ற இளைஞர் உடற்கூறியலைத் தனித் தமிழில் மொழி பெயர்த்தார். இன்னமும் இது வெளியாகவில்லை. தூய தமிழில் மருத்துவச் சொற்களைப் படைக்கும் இவர் போல்வார்தொண்டைத் தமிழ்ப் பற்றுடைய தி.மு. கழக அரசே பயன்படுத்த முடியுமே அல்லாமல் இனப்பகைவர் எம்.ஜி. ஆரிடம் இதனை எதிர்பார்ப்பதால் பயனில்லை.
மேலைநாட்டவர் குற்றவாளிகளை ஒருவகை நோயாளிகள் என்று கொண்டு சில நரம்புகளை மருத்துவம் அல்லது அறுவைப் பண்டுவம் மூலம் திருத்தினால் கொலை, களவு போன்ற குற்றங்களே நிகழாமல் தடுத்திடலாம் என்கிறனர், ஒபன் ஈமர், எட்வர்டு டெல்லர் போன்ற அறிஞர்தம் கருத்தை பேரறிஞர் அண்ணா மனிதனும் மிருகமும் என்ற கட்டுரையில் மேற்சொன்ன தகவலைத் தெரிவிக்கின்றார்.
எழுபத்தீராயிரம் நாடிகளும் பதின்மூன்றாயிரம் நரம்புகளும் மனித உடலில் உள்ளன எனவும், நாழிகை ஒன்றுக்கு 360 சுவாசமாக நாளொன்றுக்கு இருபத்தோராயிரத்து அறுநூறு முறை சுவாசிக்கிறோம் என்றும் திருமூலர் கணக்கிடுகிறார், இந்த அறிவு இதற்குப் பின்னால் ஆய்வைத் தூண்டப்பயன்பட்டிருந்தால் ஈரர்யிரம் ஆண்டுகளில் இங்கேயே மேலே நாட்டில் இன்று முளைவிடும் சிந்தனை என்றோ முளைவிட்டிருக்க முடியும். சில நூல்களை தொடத் தவறினோம் தொட்ட நூலில் அறிவிக்கப் பட்ட செய்திகளை விட்ட இடத்தினின்று தொடரத் தவறினோம். இன்று இடறுகின்றோம். கராத்தே போர் முறைக்கே வித்தே தமிழகத்தில் இருந்து தான் கிடைத்துள்ளது. பழந் தமிழகத்தில் வர்மக்கலை என்றோர் போர்முறை உண்டு இதில் வல்லமை பெற்றதினாலேயே சில அரசர்க்கு வர்மன் என்ற அடைமொழி ஏற்ப்பட்டது. இந்தக் கலை கற்பவரின்றி கற்பிப்பாரின்றி தமிழகத்தில் அடியோடு அழிந்து விட்டது.
வர்மக்கலையை அறிந்தவர் இன்று மலேசியாவில் வாழும் மாமுனிவர் இராமதாசர். கூரியர் ஆசிரியர் மணவை முசுதபா போன்றோர் இராமதாசரிடம் இருந்து இக்கலை பற்றிய நுட்பங்களைக் கேட்டறிந்து நாட்டுக்கு அறிவிக்கும் நினைவுடன் இருந்து வருகின்றனர். எதிர்காலத்தில் ஏற்பட உள்ள தி.மு.கழக அரசு இக்கலையைப் பேண ஆக்கமும் ஊக்கமும் நல்கும்.
அழிந்துவரும் கலைகளை அழியாமல் காப்பதற்கும் அறிவியல் வளர்ச்சியை விளக்கவும் அறிவியக்கமாம் தி.மு.கழகத்தின் பணி நம் நாட்டிற்கு என்றென்றும் தேவையாய் உள்ளது.
நிலந்தரு திருவே பெரிதென்றால்கூடப் பொறியியல் அறிவு பயன்பட்டு இயந்திரங்கள் வேளாண்மையில் இறங்கிப் புதிய முறைகள் செயல்படுத்தப்பட்டால்தான் பசிப் பிணியை ஓட்ட முடியும். சோவியத் விஞ்ஞானியர் மனிதனுடைய மூவேளை உணவையும் மாத்திரை வடிவில் ஒரு தீப்பெட்டியில் அடைக்க முடியும் என்றோர் ஆராய்ச்சி மூலம் நிறுவியுள்ளனர். இவ்வராய்ச்சியின் பயன் மக்களை அடையும் போதுதான் பசிப்பிணிகயை வெற்றி கொள்ள முடியும். பொறியியல் வளர்ச்சி அறிவியல் எழுச்சி இன்பத் தமிழகத்தில் ஏற்பட எண்ண விளக்கேற்றவல்ல இலட்சியப் பாசறை தி.மு.கழகமே.
பொறிகளாலே உழைப்பினையே புவிமாந்தர் பெற்றிட்டால் பூமியிலே இருவர்க்கப் பூசல் இல்லாதொழியும். பற்றாக் குறை இல்லாமல் பல்பொருட்கள் பல்கிவிட்டால் பகிர்ந்திடுவதில் பாகுபாடு பாரினில் இருந்திடாது. முற்றுரிமை பெற்றுலகில் முன்னேற்றம் காண்பதற்கு முனைப்போடு உழைப்பவரின் முக மலர்ச்சி தோன்றுவதற்கு வெற்றொலியும் விரக்தி வேதாந்தங்களும் வெட்டிப் பேச்சும் தடையாகும். வெட்டிப் பேச்சைத் தட்டி நடக்கும் வீரம் என கழகம் தோன்றிய முப்பதாம் நாளன்று எழுதிய கட்டுரையில் பேரறிஞர் அண்ணா எழுதுவாரே அந்த வீரத்தைப் பெற்ற மறவர்தம் பாடிவீடாம் தி.மு.கழகமே, விஞ்ஞான வழிச் சிந்தனையை வேரூன்ற வல்லது. அறிவெழுச்சி ஊட்ட வல்லது. அறியாமையை ஓட்டவல்லது.

வாக்காளர்கள் நல்ல தீர்ப்பு வழங்க தவறி விட்டாலும் அறிஞர்களும் வரலாற்று ஆசிரியர்களும் தி.மு. கழகத்திற்கு நற்சான்று நல்கத் தவறினாரிலர் கொள்கைச் சிறப்பால் குவலயத்தில் குன்றாப் புகழை குறைவில்லாமல் கொண்ட தி.மு.கழகத்தை - தென்னக அரசியல் கட்சிகள் பற்றிய எழுதிய James Watch... என்ற சுவீடன் நாட்டு ஸ்டாக்ஹோம் பல் கலைக்கழக அரசியல் விற்பன்னா "Faction & Front" என்ற நூலில் பெருமையோடு குறிப்பிட்டிருக்கிறார். அதே நேரத்தில் காட்டிக் கொடுத்த நடிகர் கட்சியைப் பற்றி எழுதுகையில் One - Man Show என்று வர்ணித்துள்ளார். ஒரு மனிதனே இணையாக நடிக்கப் பெண்ணில்லாமல் துணைப் பாத்திரங்களேற்க நடிகர் இல்லாமல் - வில்லனாக ஒரு முளைத்து அவனை வீழ்த்தும் காட்சி இல்லாமல் படம் முழுவதும் ஒருவரே காட்சி தந்தால் யாரால் ஏற்பதற்கு இயலும்? ஒரு வரும் காண விரும்பாரன்றோ! திரைப்படத்திலேயே ஒரு மனிதன் மட்டும் தோன்றுவது சரியாகாது எனில் அரசியல் கட்சியில் One - Man Show மக்களால் வெறுக்கப்படுமே தவிர வரவேற்கப்பட மாட்டாது.
காணச் சகிக்காத காட்சி One - Man Show திரையில்! இப்படிக் நாணத்தக்கதாக முடிவை மேற்சொன்ன நூலாசிரியர் One - Man Show என்று சொல்வது நாணத்தக்க ஒன்று - அந்தக் கட்சியில் உள்ளோர்க்கு!.
பேணத் தக்கதல்ல இந்த ஒரு மனித ஆதிக்கம்! எதிர் காலத்தில் இது மிகவும் பாதிக்கும் என்ற உணர்வு மெல்ல நடிகர் கட்சியிலே கூட முளைவிட்டுக் கொண்டிருக்கிறது. நியமனப்பொதுக் குழு -நினைத்தால் மாறும் மாவட்ட, தொகுதி பொறுப்பாளர்கள்! தேர்தலே நடத்தாமல் கட்சிப் பொறுப்பில் தன்னைத் தானே திணித்துக் கொண்ட நடிகர்! அவர் விரும்பினல் ‘தலைவர்களை‘ இறக்குமதி செய்து கொள்ள அவரே அவர்க்களித்துக் கொண்ட உரிமம் இவை கேளிக்குரியவை என்று தெரிந்தும் - ‘பச்சை‘யாகப் புரிந்தும் பதவி மேலுள்ள ஆசையால் ஒட்டிக்கொண்டிருப்போர் உதடுகளால் போற்றித் திருஅகவல் பாடிக் கொண்டிருந்தாலும் மனம் பொருமி உள்ளத்தால் திட்டிக்கொண்டிருக்கிறார்கள்! One - Man Show சுவை குன்றினல் அவை- சட்டப் பேரவையும்- காலியாகலாம்!
குறுகிய நோக்கங்கட்காக கோப தாபங்கட்காக- கொள்கை ஏதும் அறிவிக்காமலே தொடங்கப் பெற்ற நடிகர் கட்சி எப்படி நல்லறிவாளர் பாராட்டைப் பெற முடியும்? கொள்கை அறிவித்த பின்பு நடிகர் தந்த குழப்ப உரைகளைக் கேட்டு அறிஞர்கள் குறுநகையல்ல குலுங்கக் குலுங்கச் சிரிக்காமல் எப்படி இருந்திட முடியும்?
‘அண்ணா இசம் என்ற சொல்லை நடிகருக்கு முன்பாகவே புதுவை அ.தி.மு.க. தன் கொள்கைப் பிரகடனத்தில் கையாண்டது. 1973 மர்ச் 22ம் தேதிய இந்தியன் எக்ஸ்பிரஸ்8-ஆம் பக்கம் 1-ஆம் பத்தியில் தெளிவாக வெளியான கொள்கை அறிவிப்பு தனைப்பொருள் புரியமால் திருடியநடிகர் செப்டம்பரில் தன் கொள்கையாக அதனைப் பிரகடனப்படுத்திக் கொண்டார்? எழுதியவன் ஏட்டைக் கெடுத்தான்- பாடியவன் பாட்டைக் கெடுத்தான் என்பது போல் நாட்டைக் கெடுக்க வந்த நடிகர் திருடிக்கொண்ட சொற்றொடராம் அண்ண இசத்திற்கு அளித்த சுய விளக்கம் அதனை கேலிக்குரியதாக்கி விட்டது ‘காரீயமும் வெள்ளீயமும் கலந்தது காந்தீயம்’ என்று கூட நடிகர் விளக்கம் நல்க முற்பட்டிருப்பார்! நல்லவேளை காந்தியம் தப்பிற்று. அண்ணா இசம் அகப்பட்டது. கம்யூனிசமும் கேப்ரி விசலிசமும் சோஷலிசமும் தனித்தனிப் பிழிந்து வடித்தொன்றய்க் கூட்டிய சாறே, அண்ண இசமேன நடிகர் உளறி வைத்தார்!
அண்ணாவின் பொருளாதாரக் கொள்கை என்ன என்பதை முதலில் குறிப்பிட்ட அரசியல் அறிஞர் James Watch தமது நூலின் அழகுற வடித்துள்ளார்.
அண்ணா சமுதாயத்தை இரண்டாகப் பிரிக்காமல் மூன்றாகப் பிரிப்பதாக அந்த அறிஞர் கூறுகிறார். முத்தமிழ் வித்தகர் என்பதால் அண்ணா மூன்றாகப் பிரித்தாரிலர். முப்பால் கற்றவர் என்பதாலும் அன்று, வலது-இடது என்று மட்டும் அரசியல் இயக்கங்களைப்பகுப்பதில்லை. (Centrist) நடுவிலுள்ளோர் என்றும் பகுப்பதுண்டு. தி.மு. கழகம் ஒரு Centrist Party வலதுசாரி கட்சியோ - இடதுசாரியோ அல்ல. நடுவழி நடக்கும் நல்லதோர் இயக்கம். நடிகருடைய கட்சிபோல் கெடுவறழியில் நடக்கும் கீழோரின் கூடாரமன்று தி.மு. கழகம் எனவே அரசியலில் எப்படி நடுவழியோ அவ்வாறே பொருளாதாரத்திலும் இடைவழியே தி.மு. கழகம் ஏற்ற வழி. எனவே தான் பேரறிஞர் அண்ணா முதலாளி-தொழிலாளி என்ற பிரிவில் சமுதாயத்தை அடக்கமால் இடைப்பட்ட பிரிவு ஒன்றைக் குறிப்பிட்டார்.
மொழியில் இசையில் பண்பாட்டில் இரவல் கருத்துக்களை அண்ணா விரும்பாததைப் போன்றே பொருளியற்றுறையிலும் இறக்குமதி செய்யப்பட்ட கோட்பாடுகள் கூடாது என்னும் கொள்கையை அண்ண கொண்டிருந்தார்.
மேற்கு-கிழக்கு என வல்லரசுகள் உலகை இருகூறாக்கிவைத்தற்கெதிராக நேரு போன்றோர் ‘நடுநிலை’ கூட்டுச் சேராமை போன்ற கோட்பாடுகளை உருவர்க்கினர். நட்பு பகை இரண்டுக்கும் இடைப்பட்ட நிலையில் உள்ளோரை "நொதுமலர்" என்பது தமிழ் மரபு-அதைப்போல் மேற்கு-கிழக்கு வல்லரசுகட்கான போட்டியில் யாருக்கும் நண்பனாகவோ பகைவனாகவோ இல்லாமல் "நொதுமலர்" போல் இந்நாடு நடக்கலாயிற்றன்றோ!
அதுபோன்றே காப்பிடலிசத்தைக் காப்பி அடிக்காமலும்-கம்யூனிசத்தை இறக்கு மதி செய்யாமலும் "இரவல் பொருளியற் கோட்பாடு" வேண்டாம் என்று புதிய விளக்கம் புகன்றவர் அண்ணா.
முதலாளி-தொழிலாளி என்ற இருபிரிவோடு "நுகர்வோர்" என்ற இடைப்பிரிவு ஒன்றுண்டு என உணர்த்தினார். முதலாளி தொழில் தொடங்குவது நுகர்வோர் பயன் கருதியே. நுகர்வோர் தேவைகட்குப் பொருட்களை உற்பத்தி செய்யவே தொழிலாளி அமர்த்தப்படுகின்றான். எனவே நடுத்தர வர்க்கமானது நுகர்வோரின் பிரதிநிதியாகிறது. முதலாளி வர்க்கமும் நடுத்தர வர்ககமும் நடுத்தர வர்க்கமான நுகர்வோர் (Consumer) நலனுக்காகவே ஒன்றுபட்டுள்ளன. நுகர்வோர் என்னும் நடுத்தர வர்க்கத்தார் மனிதாபிமான அடிப்படையில் தொழிலாளி வர்க்கத்தோடு தான் தோழமை பூண்டிருக்க வேண்டும் என்றும் அண்ண திட்டவட்டமாகக் கூறியுள்ளார். பாட்டாளிக்குக் கூட்டர்ளியாகவே நடுத்தர வர்க்கம் இருக்கவேண்டும் என்பதே அண்ணாவின் கட்டளை. மனிதாபிமான அடிப்படையில் இந்தச் சார்பு தேவை என்பது அறிஞரின் எண்ணம்.
கம்யூனிஸ்டுகள் தொழிலாளி வர்க்கத்தின் நலனுக்காக எத்தகைய பங்குப் பணியை மேற்கொள்ளவேண்டும் எனக் கார்ல்மார்க்ஸ் கட்டளை இட்டுச் சென்றாரோ அத்தகு பணிகளை செவ்வனே செய்து முடிக்கத் தக்கார் நடுத்தரவர்கத்தினரே என்பது பேரறிஞரின் துணிபு.
கானா நாட்டு மறைந்த அதிபர் நிக்ருமா தன் நாட்டுப் பல்கலைக் கழகத்தில் ஆராய்ச்சிப்பிரிவு ஒன்றை ஏற்படுத்தி புதிய பொருளாதாரக் கோட்பாடு ஒன்றை உருவாக்கித் தருக என, கானா நாட்டுப் பொருளியற் பேராசிரியர்களிடம் கேட்டுக்கொண்டார். இரவல் பொருளாதாரக் கொள்கை வேண்டாம் என்பதாலேயே புதிய விஞ்ஞான சோஷலிசத்தினை உருவாக்கித் தருமாறு நிக்ரூமா கேட்டார். "நிக்ருமா இசம்" அரும்பும் முன்னரே ஆட்சி இழந்தார் என்பது வரலாறு.
அண்ணாவின் பொருளியற்கோட்பாடு பல்கலைக் கழகத்தில் ஆராய்ச்சிப்பிரிவு ஒன்றை ஏற்படுத்தி ஆய்ந்தறிந்த அறிஞர்களிடம் பொறுப்புத் தரப்படுமானல் புதிய சித்தாந்தமாகவே புவியில் மலரக் கூடும் காலம் கனியும் போது தி.மு கழகம் இந்தக் காரியத்தை ஆற்றிடும்.
(Fabian Socialism) ஃபேபியன் சோஷலிசம்- இட்லரின் நேஷனல் சோஷலிசம் -மாவோ இசம்-மார்க்சிசம்-இலெனிசம்-டிராட்ஸ்கி இசம்-டிட்டோ இசம்-நிக்ரூமா இசம்-ஜனநாயக சோஷவிசம்-என்றெல்லாம் ‘சோஷலிசம்’ பல்வேறு உருவெடுத்து விட்டது. பலரும் தத்தமது மனப்போக்கிற்கு ஏற்ப சோஷலிசத்தைத் திரித்துத் தங்கள் கருத்துகளை அந்த "லேபிளில்" விற்க ஆரம்பித்துவிட்டனர்.
சோஷலிசம் என்ற சொல் எந்த அளவு சீர்கேடு அடைந்து விட்டது என்றல் சாய்பாபாவினó மத போதனையை Spiritual Socialism ஆத் மார்த்த சோஷலிசம் என்று ‘பிளிட்ஸ்’ ஏடு கூறுமளவு சீர் கெட்டுவிட்டது.
பொதுத்துறையில் போட்ட பணம் பயன் தராமல் போகிறது. ஒரு வழிப் பாதையாகவே முதலீடு பொதுத்துறையில் முடங்கிப் போகிறது. பயன் வெறுமையாக அமைகிறது என்பதால் அண்ணா காங்கிரசாரின் கொள்கை ‘போஸ்ட் ஆபீஸ்சோஷலிசம்’ என்று கிண்டல் செய்தார். காந்தியாரின் தர்மதர்த்தா சோஷலிசத்திலிருந்து தபால் ஆபீஸ் சோஷலிசம் என்ற அளவு காங்கிரஸ் முன்னேறி விட்டது என்று தான் கேலி செய்ய வேண்டும்.
இத்துணை திரிபு வாதங்கட்கிடையே தெளிந்த கண்ணோட்டத்துடன் தி.மு. கழகத்திற்கெனத் தனியான பொருளியற் கொள்கையை அண்ண போதித்துச் சென்றுள்ளார். அவர் தொட்டுச் சென்ற துறையை அறிஞர் பெருமக்கள் துவக்கினால்-விளக்கினால் விட்டுச்சென்ற இடத்திலிருந்து விரைந்து முன்னேறி முழுமை பெறமுடியும்.
போலிகளால் இந்தப் பொறுப்பை நிறைவேற்ற இயலாது. பொருளாதாரம் தெரியாத புரட்டர்களால் புதிய தித்தாந்தம் உருவாக முடியாது. உலகத் தலைவராக வேண்டிய அண்ண நன்றி கெட்ட தமிழனுக்காகத் தன் ஓயா உழைப்பை நல்கித் தலை சாயாதிருந்தால் "பொருளியற்கோட்பாட்டை" உலகினுக்கு மார்க்சிற்குப் பின்னல் அளித்த மாமேதை என்று புகழை ஈட்டியிருப்பார்!

என் ஆருயிர் நண்பர்களில் ஒருவரான வழக்கறிஞர் சி,பி,திருநாவுக்கரசு ,முன்னாள் மாநிலங்கள் அவை உறுப்பினர், ஐம்பதாண்டுகள் வழக்கறிஞர் ஆகப் பணி புரிந்துள்ளதை நினைவு கூறும் மலருக்கு கட்டுரை நான் தர வேண்டும். பழைய நாட்குறிப்புகளை புரட்டினேன். 1967 மார்ச் 25 அன்று புதுவை மண்ணில் என்றன் முதற்கூட்டம் , ஒதியஞ்சாலை திடலில் திரு.கே.என்.இராமச்சந்திரன் எம்.எ, எம்.எல்.எ அவர்களுடன் நானும் பேசினேன். என்றன் கல்லூரி இலச்சினை தமிழில் அமைய வேண்டும் என அவரிடம் எடுத்துரைத்தேன், அவர் பல்கலைகழக செனட் உறுப்பினர் என்பதால். புதுவை தென் பகுதி எம்.ஜி.ஆர் மன்றம் ஏற்பாடு செய்திருந்த கூட்டம் இது. பெருந்திரளான மக்கள் கூட்டத்திடையே பேசுகையில் இந்தக் காட்சி கண்டு என் தெவ்வர் குழாம் எவ்வளவு தூரம் என்னுடன் மாறுபட்டமைக்கு கலுழும் என எண்ணிப் பார்த்தேன். புலவர் அறி.தென்னகன் அவர்கள் பாராட்டினார். வெற்றி பெற்ற பிறகு பேசுவது சற்று கடினமாகத்தான் உள்ளது. என்ற போதிலும் கையொலி பெறாமல் மேடையினின்று இறங்கா வண்ணம் சமாளிக்க முடிகிறது. தூய்மை மிக்க கொள்களைகளே எடுத்துக் கூறும் போது மட்டும் என்னுள் உந்தித் தள்ளும் அவாவனது மிகச் சிறப்பாக பேசச் செய்கிறது என்னுளம் கொள்கை மீது கொண்ட பிடிப்பால் என்று நாட்குறிப்பு பதிவு.

பெரியார்: காற்றுமானிச் சிந்தனையாளர்களும் தமிழகத்தின் எதிர்காலமும்---   ராஜன் குறை

தமிழர்களுக்குச் சுயமரியாதையும் துணிவும் மாண்பும் தந்தவர் பெரியார்.


மழை பெய்ததும் ஈசல் பூச்சிகள் கும்பலாகப் புறப்படும். காற்றடிக்கும் திசையில் திரும்பும் காற்றுமானியாகச் செருகப்பட்டிருக்கும் சேவல் பொம்மை. இதெற்கெல்லாம் குறியியக்கத்தில் தொடர்மம் என்று பெயர்.

இரண்டு பெரிய திராவிடக் கட்சிகளும் ஊழல் குற்றச்சாட்டுகளில் மாட்டிக்கொண்டு திணறுகின்றன. இதுதான் சந்தர்ப்பம், திராவிடக் கட்சிகளை வீழ்த்துவதுடன் சீர்திருத்த சமூகநீதி சிந்தனையையும் வீழ்த்தி மீட்புவாதக் கருத்தியலை நிறுவ வேண்டும் என்ற ஆசை வருவது புரிந்துகொள்ளக்கூடியதுதான். ஆனால், அதற்கு ஏதோவொரு வகையில் ஊருக்கு ஊர் காவல் தெய்வம்போல பெரியார் என்ற பிம்பம் நிற்பது சிக்கல்தானே என்பதால், சில காற்றுமானிச் சிந்தனையாளர்கள் அந்த பிம்பத்தை ஆட்டிப்பார்க்கலாம், அசைத்துப்பார்க்கலாம் என்று புறப்பட்டிருக்கிறார்களோ என்று தோன்றுகிறது. பெரியார் கொச்சையாகப் பேசினார், பச்சையாகப் பேசினார், அவர் ஒரு சர்வாதிகாரி என்று மெல்ல மெல்லக் கிளம்புகிறது ஈசல் கூட்டம்.

சபித்தவர்கள் பிற்போக்குப் பார்ப்பனர்களே!

பெரியார் வாழ்ந்த காலத்தில் அவரோடு நேரில் பழகியவர்கள் எத்தனையோ பேர். அவர்களில் பார்ப்பனர்களும் பலர் உண்டு. அவர்கள் எல்லோருக்கும் ஓர் உண்மை தெரியும். பெரியாரின் பேச்சு பல சமயம் ஏச்சாகவும் இருக்கும்; ஆனால், செயல் என்பது மிகவும் நாகரிகமாக இருக்கும் என்பது. மக்களின் மனதில் ஏற்படும் கருத்து மாற்றமே அரசியல் விடுதலை என்று வன்முறையையும் அரசதிகாரத்தையும் நாடாமல் மனதில் பட்டதை அறிந்த வகையில் மக்களிடம் பேசி, அவர்களைச் சிந்திக்க வைத்திட்ட அவரது அபூர்வமான காந்திய அரசியல் பாதை எதிரிகளையும் மாற்றாரையும் அவரை வணங்கிட வைத்தது. அவர் வாழ்ந்த காலத்தில் அவரைச் சபித்தவர்கள் எல்லோரும் பிற்போக்குப் பார்ப்பனர்களே. ராஜாஜியின் தீவிர அபிமானிகளான பார்ப்பனர்கள் பலரும் பெரியாரை ‘கொஞ்சம் கிறுக்கு
போலப் பேசும் தன்னலமற்ற சீர்த்திருத்தவாதி’ என்றுதான் நினைத்தார்கள் என்பதை நானே சிறு வயதில் நேரில் கண்டவன். அவரது பேச்சை அறிவுஜீவிகளால் என்றுமே ஏற்க முடிந்ததில்லை. ஏனெனில், அது படித்தவர்களுக்கான பேச்சில்லை. பாமரர்களுக்கான பேச்சு. அதன் உள்ளார்ந்த தர்க்கம் படித்தவர்களுக்குப் புரியாது. பிரான்ஸ் ஃபானனின் எழுத்தின் வலியை, அறச்சீற்றத்தைப் புரிந்துகொண்டு அவரைப் பற்றி விளக்க சார்த்தர் முதல் ஹோமி பாபா வரை எத்தனையோ அறிவுஜீவிகள் முனைந்தார்கள். பெரியாரைப் புரிந்துகொள்ளக்கூடிய அறிவுஜீவிகளும் அவரது சமகாலத்தில் இருக்கத்தான் செய்தார்கள்.

வ.ரா-வும் கல்கியும் போற்றிய பெரியார்

வ. ராமசாமி (வ.ரா) என்று ஒருவர் இருந்தார். தமிழின் அறிவார்ந்த இலக்கிய, கலாச்சார இதழியலின் முன்னோடி என்று பலராலும் கருதப்படும் ‘மணிக்கொடி’ என்ற இதழை 1933-ல் தொடங்கியவர்; காங்கிரஸ் தேசியவாதி. ‘அக்ரஹாரத்தின் அதிசய மனிதர்’ என்று போற்றப்பட்டவர். 1944-ல் ‘தமிழ்ப் பெரியார்கள்’ என்ற நூலை வ.ரா எழுதினார். பத்து அல்லது பன்னிரண்டு ஆளுமைகளை மதிப்பிட்டு எழுதிய கட்டுரைகளின் தொகுதி அது. அதன் முதல் கட்டுரையே பெரியார் ஈ.வே.ரா. குறித்ததுதான் (அவரை சொல்லிவிட்டுத்தானே பிறரைப் பற்றிப் பேச முடியும்). “மலைகளையும் மரங்களையும் வேரோடு பிய்த்து எறிந்து ராவண சேனையுடன் போரிட்ட மாருதியைப் போல, தனித்து நின்று நூற்றாண்டுகளாய்ப் புரையோடிப்போன சமூகச் சீரழிவுகளுடன் போரிடும்” பெருவீரராக அவரைச் சித்தரித்தார் வ.ரா. பள்ளிப் பருவத்தில் நூலகத்தில் படித்துக்கொண்டிருந்தபோது திடீர்ப் பிரசன்னமாக அங்கு தோன்றி பிரசங்கித்த வ.ரா-வின் ஆளுமையால் ஈர்க்கப்பட்டு, பின்னாளில் ராஜாஜியின் பிரதம சீடராகவும், தமிழ் நவீன உரைநடையின் தவிர்க்கவியலா முன்னோடிகளில் ஒருவராகவும் விளங்கிய ‘கல்கி’கிருஷ்ணமூர்த்தியும் தமிழ்ப் பேச்சாளர்களைப் பற்றி தொடர்கட்டுரை எழுதினார். அந்தப் பட்டியலில் இடம்பெற்ற முதல் நபர் பெரியார்தான். பெரியாரின் கொள்கைகளை, நடவடிக்கைகளை விமர்சித்தாலும் அவரைப் பற்றி ஒரு இழிவான சொல் ‘கல்கி’கிருஷ்ணமூர்த்தி எழுதியதில்லை.

சிந்திக்க வைத்தவர்

எதற்காக இவர்கள் இருவரையும் குறிப்பிடுகிறேன் என்று புரிந்திருக்கும். ஆமாம், பெரியார் தொடர்ந்து விமர்சித்த பார்ப்பன இனத்தைச் சேர்ந்தவர்கள் இவர்கள். ஆனால், இவர்களுக்குத் தங்கள் இனத்தவர்கள் எப்படிப்பட்டவர்கள் என்று தெரியும். நஞ்சினும் கொடிய தீண்டாமையைக் கடைப்பிடித்து, பிறருக்கு முன்மாதிரியாக இருந்தவர்கள் அன்றைய பார்ப்பனர்கள் என்று அவர்களுக்குத் தெரியும். அதனால்தான், சாதி வேற்றுமை களைவதற்கென்றே இயக்கம் கண்ட பெரியாரை மதித்தனர். அவர் எவ்வளவு கொச்சையாகவும் பச்சையாகவும் பேசினாலும் அவர் பேச்சு மகாகவிக்கு, ‘நினைத்துவிட்டாலே நெஞ்சு பொறுக்க முடியாதபடி நிலைகெட்டுப்போன’ மனிதர்களைச் சிந்திக்க வைப்பதற்காகத்தான் என்பது அவர்களுக்கெல்லாம் புரிந்திருந்தது.

நானும் அந்தப் பார்ப்பன சமூகத்தில் பிறந்தவனே. நான் ‘நிறப்பிரிகை’ பத்திரிகையில் 1993-ல் பெரியாரியம் குறித்த கட்டுரை எழுதுவதற்குப் பத்தாண்டுகளுக்கு முன்னதாக திராவிட இயக்கத் தோழர் ஒருவரைச் சந்தித்தேன். என்னிடம் அவரைப் போல அன்புடன் பேசியவர்கள் வெகு சிலரே. அவர் பெயர் ராவணேஸ்வர சாஸ்திரி. அவர் என்னிடம் சொன்னார்: “நீங்களெல்லாம் நன்கு படித்தவர்கள். வெள்ளைக்காரன்போல ஆங்கிலம் பேசுகிறீர்கள். உங்களுக்கு எவ்வளவோ விஷயங்கள் புரிகிறது. பெர்ட்ரண்ட் ரஸ்ஸல் என்கிறீர்கள்; கார்ல் மார்க்ஸ் என்கிறீர்கள். கொஞ்சம் பெரியாரையும் படித்துப்பாருங்கள்” என்றார். ஒருநாள் சாப்பிடப் போனபோது, தாழ்த்தப்பட்ட இனத்தவராக அவர் கிராமத்தில் வளர்ந்த அனுபவங்களைச் சொன்னார். என்னால் சாப்பிடவும் முடியவில்லை; கண்ணீரைக் கட்டுப்படுத்தவும் முடியவில்லை. நானும் ஏழ்மையில்தான் வளர்ந்தேன். ஆனாலும், அது கலாச்சார மூலதனத்தினால் காப்புறுதி செய்யப்பட்ட வறுமையாகவே இருந்தது. ஆனால், தோழர் அனுபவித்ததெல்லாம் வறுமை மட்டுமல்ல; சாதிக்கொடுமை, இழிவுசெய்தல். அவரைப் போன்ற தோழர்களுக்கெல்லாம் சுயமரியாதையும் துணிவும் மாண்பும் கொடுத்து, ஒரு பார்ப்பன இளைஞனை வெறுக்காமல், பக்குவமாக அவனுக்கு சாதிக் கொடுமையின் தீவிரத்தை எடுத்துச்சொல்லும் பெருந்தன்மையையும் தந்த ஒரு இயக்கத்தையும், அந்த இயக்கத்தைத் தோற்றுவித்தவரையும் நான் தூற்றுவேனென்றால் என்னை மன்னிக்கும் சக்தியொன்று இந்த அண்டத்தில் இருக்க முடியாது. தன்னுணர்வும் வரலாற்றுணர்வும் அறவுணர்வும் செயல்படத் தவறினால் எந்தக் கருத்தியலும் நம்மைக் காப்பாற்றாது.

என்னிலும் மூத்த தோழர்கள் பலரும், இளைஞர்கள் பலரும் பெரியார் குறித்து எழுதிக்கொண்டு இருக்கிறார்கள் என்பதாலும், பார்ப்பனனாகிய நான் தொடர்ந்து அவர் குறித்துத் தொடர்ந்து எழுதி, பேசிடவும் அதன்மூலம் பாராட்டுகளையும் அங்கீகாரத்தையும் பெறவும் அருகதையற்றவன் என்ற உணர்வாலும் வேறு சிந்தனைக் களங்களைத் தேர்ந்தெடுத்தேனேயன்றி, பெரியாரின் மகத்துவத்தைக் குறித்துப் பேச விஷயங்கள் இல்லாமல் கிடையாது. வரலாறு மீண்டும் நிர்ப்பந்திக்குமானால் எவ்வளவு பெரிய மார்க்ஸிய மேதையாயிருந்தாலும், வேறு எந்த இஸ மேதையாயிருந்தாலும், தேசியப் பற்றாளராயிருந்தாலும், அரசியல் விமர்சகராயிருந்தாலும் நின்று விவாதிக்கத் தயாராகவே இருக்கிறேன். விவாதம் பொறுமையாக, எந்தத் தனிநபர் தாக்குதலும், உணர்ச்சிவசப்படுதலும் இன்றி முற்றிலும் அறிவார்த்தமாகவும் கண்ணியமாகவும் நடக்கும் என்று உத்தரவாதம் தருகிறேன். விவாதம் என்னுடைய ‘ஃபேஸ்புக்’திரிகளிலோ வலைத்தளங்களிலோ பக்கக் கணக்குப் பார்க்காத ஏடுகளிலோ எங்கு நடந்தாலும் பங்கேற்கத் தயார்.

ISSUES FACING EELAM REFUGEES

APPEAL AGAINST DEPORTATION OF EALAM REFUGEES
At the party headquarters of Dravida Peravai various Human right activists met on 18,12,2000 and sent a Joint Memorandum To National Humans Rights Commission of India, which is given in verbatim here:
Ealam refugees came to India in three stages. After the ethnic holocaust in the year 1983 nearly 1,20,000 refugees came feeing from the clutches of Srilankan hoodlums. Particularly in between 24 th June 1983 to 29 th July 1989 the total number of refugees arrived here from Srilanka amounts to 1.34.053. Thereafter in the aftermath of 1987 accord between India and Srilanka particularly between 24 th December 1987 and 31 st August 1989, 25, 585 refugees were sent back to Srilanka. Most of them preferred to go to Western countries than to Srilanka. In the second phase after the 20 th January 1992 around 54,188 refugees were sent back. Now as on 31 st May 2000, the Ealam refugees in India number to 66464. They are kept under 129 special camps.
We, the signatories to the memorandum urge the National Human Rights Commission to study the conditions of these refugees and order for remedial measures. The Indian Government deals with refugees at both political and administrative levels. The result is that refugees are treated under the law applicable to aliens. In the case of refugees protection, the Constitution of India guarantees certain fundamental rights, which are applicable to all non citizens, namely, the right to equality (article 14), the right to life and personal liberty (article 21) and the freedom to practice and propagate their own religion (article 25). Any violation of these rights can be remedied through recourse to judiciary as the Indian Supreme Court has held that refugees or asylum seekers cannot be discriminated against because of their non citizens status.
The National Human Rights Commission, we are aware has functioned effectively as a watch dog for protection of Refugees. The Commission has approached the Supreme Court of India under article 32 of the Constitution and obtained protection to Chakma refugees from the Chittagong hill areas of Bangladesh when their life and security was threatened by local politicians and youth leaders in the State of Arunachal Pradesh. Relief was granted by the Supreme Court on the basis of the rights of aliens under article 14 and 21.
The Chief Justice of the Supreme Court, Justice Ahamadi speaking for the court in the National Human rights Commission vs. State of arunachal Pradesh (1996 SCC 742) said that the state is bound to protect the life and liberty of every human being. He pointed out that the rights of the refugees under the constitution of India were confirmed by article 21, which also included the right to non-refoulement . In case of Khy Htoon and others vs State of Manipur, The Imphal Bench of the Guahati High Court ruled that refugees have fundamental rights under article 10, 21 and 22 of the Indian Constitution. Justice V.R.Krishna Iyer considers article 14 which provides equal protection of law, as being applicable to all persons, not merely citizens.
India's refugee policy is further governed by certain administrative regulations. The standard of human treatment set by these administrative regulations flows from the ethos that persons displaced from their homes need both protection and economic sustenance. The administrative experiences of the government department responsible for rehabilitation and the laws adjudicated at the time of the partition have contributed towards a refugee policy for India. In India refugees are registered under the 1939 Registration Act, which is applicable to all foreigners entering the country. Under the 1946 Foreigners act The Government of India is empowered to regulate the entry, presence and departure of aliens in India, though the word alien itself is no where defined. Entry is also governed by the Passport act of 1967.
Entry can be restricted if a person does not have a valid passport or visa to individuals who can enter Indian borders without a valid visa or any other document though the government can exempt persons when it so deserves. These procedures are linked at this stage to illegal migrants, the exemption provision is applicable to refugees. It should be noted that refugees in developing countries unlike those in the West (barring those from former Yugoslavia) usually descend in large numbers. Under these circumstances refugee determination becomes an administrative task to oversee the relief and rehabilitation process rather than to supervise who stays or does not stay.
As mentioned previously the Government of India determines the refugee status and has no specific legislation to deal with refugees. Professor Saxena of Jawaharlal Nehru university maintains that despite this lacunae, India does apply in practice certain articles of the 1951 U.N Refugee Convention. These include Article 7 as India provides refugees the same treatment to all aliens, Article 3 as India fully applies a policy of non discrimination, Article 3 a as no penalty is imposed on illegal entry, article 4 as religious freedom is guaranteed, Article 16 as free access to Court is provided, Article 17 &!8 as work permits have no meaning and refugees do work, thus complying with these articles on wage earning rights, article 21 as freedom oh housing is allowed and refugees need not stay in camps, for freedom of movement is guaranteed to all aliens, except in certain areas where special permits are required not only for aliens but also for all Indians and article 27 and 28 as identity and travel cards are issued to refugees.
However many activists have contested the assertions of Professor Saxena. They point out that the majority of Srilankan Tamils and almost all of the Jammu and Chakma refugees were forced to live inside camps. Severe restrictions were imposed on their freedom of movement. In addition, asylum seekers from Burma were arrested and jailed and during 1995-1997 approximately 5000 Chin refugees from Burma were pushed back over the border. They also point out that since the government does not issue residence permits to all the refugees they are unable to open bank accounts, rent houses and set up a business. Moreover Indian educational institutions do not admit refugees. as a result young refugees are unable to pursue their academic careers.
To conclude though India is not a party to 1951 UN Convention on Refugees or its protocol, its domestic laws have not been found to be in conflict with international laws. While it can be justifiably proud of having followed a pragramme of humane treatment to refugees, there is still an absence of uniform treatment of different refugee groups with respect to refugees rights resulting in discrimination in terms of assistance and opportunities. To protect refugees by means of activists approach has its own limitations. Thus there is a need for enactment of national law to provide for refugees in a systematical manner.
HENCE WE THE SIGNATORIES TO THIS MEMORANDUM URGE THE NATIONAL HUMAN RIGHTS COMMISSION TO MONITOR THE POSITION OF SRILANKAN TAMIL REFUGEES KEPT IN 129 CAMPS.
Physical Security : Indian Courts have decided in a number of cases that the Constitutional protection of life and liberty must be provided to refugees. In the case of Louis de Readt [1991 -3 SCC 554] and Khudiram [ Nos 1994 Supp.(1) SCC 615] the Supreme court held that article 21 of the Constitution of India which protects the life and liberty of Indian citizens is extended to all including aliens. Below are some of the most important decisions of the Supreme Court.
The Supreme Court of India in the case of National Human Rights Commission vs State of Arunachal Pradesh restrained the forcible expulsion of Chakma refugees from the state [Civil WP No 720/95 : 1996 {1] Supreme 295 ]. The Supreme Court in its interim order on November 2, 1995 directed the State Government to ensure that Chakmas situated in its territory are not ousted by any coercive action not in accordance with the law. The Court directed the State Government to ensure that the life and personal liberty of each and every Chakma residing within the State should be protected. Any attempt to forcibly evict or drive them out of the state by organized groups should be repelled by using para-miltary or police force and if additional forces are required, then the state should take necessary steps. The Court also decided that the Chakmas shall not be evicted from their homes except in accordance with the law, the application for their citizenship should be forwarded and processed expeditiously and pending the decision on these applications, they shall not be evicted.
WE THE SIGNATORIES OF THE MEMORANDUM POINT OUT THAT NOW FORCIBLE EXPULSION OF TAMIL REFUGEES HAS COME TO LIGHT. THE FORCIBLE DEPORTATION OF MR.EALAVENDHAN, to the country wherefrom he expects danger to his personal security marks a new phase in India's refugee policy which warrants the intervention of National Human Rights Commission.
Non-Refoulement and the Right to Refugee Status
In number of cases Indian Courts have protected the rights of refugees where there are substantial grounds to believe that their life would be in danger. There are cases where the Courts have ordered the life of refugees who are in danger to be safeguarded and have allowed them to be granted refugee status by the United Nation High Commissioner for Refugees.
In Zothansangpuri vs State of Manipur (Civil Rule 981 of 1989) the Guwahati-Imphal bench of the Guwahati High Court ruled that the refugees have the right not to be deported if their life was in danger. In Dr.Malvika Karlekar vs Union of india (Criminal 583 of 1989) in Writ Petition, The Supreme Court held that authorities should consider whether refugee status should be granted and until the decision was made, the petitioner should not be deported. In Boghi vs union of India (civil Rule 981 of 1989) the Gauhati High Court not only ordered the temporary release of a Burmese man from detention but approved his stay for 2 months so that he could apply for UNHCR for refugee status ( Civil rule No 1847/89 Gauhati High Court). The case of U.Myat Kayvew vs State of Manipur ( Civil rule 516 of 1991) has contributed substantially to India's refugee policy. It involved eight Burmese people aged 12 to 58 who were detained in Manipur central jail in Imphal for illegal entry. The people had participated in the Democracy Movement had voluntarily surrendered to Indian authorities and were taken into custody. The cases were registered under section 14 of the Foreigners Act for illegal entry into India. They petitioned for their release, however to enable them to seek refugee status with UNHCR in New Delhi. The Gauhati High Court under article 21 ruled that asylum seekers who enter India, even if illegally should be permitted to apraoch the office of the Un High Commissioner to seek refugee status.
Right to Basic Amenities:
In Digvijay Mote vs Government of India [Writ Appeal No 354 of 1994]The High Court of Karnataka considering the rights of 150 Srilankan refugee children ordered the State to make necessary arrangements to provide basic amenities to the refugee children in the camp on humanitarian grounds. In Majid Ahmed Abdul Majid Mohd.Jad Al-Hak vs Union of India [ Crl. WP No 60 of 1997] the court held that basic amenities like food and medical care must be provided while in detention. In the case of Gurunathan and others (WP Nos 6708 of 1992] The Madras high Court on March 27, 1994 stayed the repatriation process as it was not voluntary. It held that when there is an international organization to ascertain the volanteriness of the consent it is not for the court to decide whether the consent was voluntary or not. It also directed the Government to transmit this order in Tamil to the camps as well as an order that refugees will not be sent back against their will.
Right to Leave
The court has upheld a refugees right to leave the country. In Nuang Maung Mye Nyant vs Government of India (CWP No 5120/94) and Shar aung vs Government of India (WP No 110 of 1998) the courst ruled that even those refugees against whom cases were pending for illegal entry should be provided exit permits to enable them leave the country for 3 rd country resettlement.
We point out that this right has been denied to Mr.Ealavendan though no case of illegal entry was pending against him.
Certain vested interests in this country wants to wipe out Tamil linguistic identity and ethnicity and are unleashing a campaign of hatred against Tamils. As part of their campaign of hatred against Tamils, these forces do not want fellow Indians to be concerned over the genocide in Srilanka or to treat Tamil refugees on par with Tibetan and other refugees as per our constitution. Tamil refugees should be confined to special camps and forcibly deported, whereas others may get preferential treatment, these forces argue. We bring to your notice that a fear psychosis is being created amidst Srilankan refugees that they can be deported to the land from where they fled for fear of life. Please ensure that none is deported to the land from where they escaped from the jaws of death. Also probe the manner in which Mr.Ealavendan was deported as some reports say in media that bypassing a duly elected State Government the deportation had taken place.
