 FISHING VILLAGE FIGHTS AGAINST M.N.C

Narambai is a fishing village off the Bay of Bengal within the territorial limits of the Union Territory of Pondicherry. There was an attempt to evacuate the entire village to set up an offshore LPG plant from their traditional homes where they were pursuing their profession for centuries. The Congress Government led by V.Vaithialingam gave clearance to this project, which will hurt the fishing village. The Narambai fishing village Panchayat took up cudgels against this move which snow balled into a fight for finish to both sides. We reproduce in verbatim a report from INDIAN EXPRESS dated 27.05.1995.

LPG PROJECT NEAR PONDY COAST-I
VILLAGERS WAKE UP TO ECO PROBLEMS, TO PROTEST
The residents of a cluster of villages in the Union Territory of Pondicherry are getting ready to take on a mega multi crore industrial project which they fear will sound the death knell of not only their livelihood, but also threaten their right to life.

While environmental activists are jumping into the fray to stop this project, an encouraging sign is the manner in which these uneducated villagers are arming themselves with simple technical knowledge on what environmental and health hazards this project may pose for them.

The 30 crore project to be put by the Southern LPG Limited, involves the setting up of an offshore floating terminal for importing LPG, taking the gas to the shore through a pipeline and bottling it. A 40,000 ton capacity LPG tanker will be stationed 2.8 kms off the shore of Narambai, a village 17 kms from Pondicherry. What the villagers and the environmental activists assisting them question is the clearance given to the project by the Ministry of Environment in violation of Coastal Regulation Zone( CRZ) of the Environment Protection Act of 1986. This stipulates that " no petrochemical complex or petroleum refinery including crude and petroleum product pipelines" should be allowed within 500 meters of the High Tide Line. But the project proposed itself says that activity will be within 300 meters of the high tide line.

Slowly Narambai is gaining the support of about 15 surrounding villages in its fight. On Thursday, Narambai Panchayat head A.Chandrasekar and representatives of his and other villages met at Nagamuthu Mariamman temple to voice their fears. Interestingly the temple archaga not only played host, but also participated in the discussion of the hazards  this project will cause to the village when the only means of livelihood is fishing.

According to Chandrasekhar 43 acres of cultivable land has been bought for the project in the heart of Narambai. "A year ago land survey was done, and four months ago when a huge ship came for another survey, we sat up, started asking questions and came to know about this project.

Defending the project Southern LPG General Manager K.Shanmugasundaram said " in a country which is short of LPG, this is a beneficial venture. Those objecting to it are ignorant and do not know that we are taking all safety measures. The LPG will be taken from the ship through submarine pipelines and the bottling unit will be located on the shore. The project should go on stream in four months time.

About CRZ, he said " We are not violating any regulation and the law allows such activity beyond 200 meters from the High Tide Line in cases where the activity requires a water front and foreshore facilities.

But Kishore Vangul, head of the Enviro Legal Cell of the CPR Environment Education Center, a center for excellence of the Ministry of environment points out that even though the CRZ regulations allow relaxation in such issues' several other parameters from Environment Impact assessment notification has to be satisfied. These relate to human settlements and displacement of population. The project report has falsely stated that the project is away from major human settlements and there will be no displacement of the population. Time and again the Supreme Court has come to the rescue of people when there is a threat to right to life and livelihood and both these dangers are very real in this case. the project proposal says 150 people will be given jobs. But for this, is it right to take away the livelihood of thousands of people ?

Director of The CPR Center, Nandita Krishna said " We will first appeal to the company as well as the Ministry to have a reappraisal of the project. if this does not work we will help the people of the region to go to Court, but only as a last resort."

The Environment Ministry cleared the project on January 19, 1995 but subject to certain conditions. one of these is that "adequate distance should be kept from the Narambai village in consultation with the Chief Controller of Explosives." It has also said for "safety reasons the tanker should be moved to high seas on receiving storm warnings and a study should be done on the long term impact of the project on fishing activities and its report submitted to this ministry within a year". But one wonders whether the Ministry should ask for such an assurance after clearing a project?

KNOWLEDGE IS POWER, DISCOVER THE PEOPLE OF NARAMBAI

When a journalist goes to a fishing village to write about the concern of the local people against the ecological threats posed to them by a massive LPG project to come up at Narambai village in the Union territory of Pondicherry, the last thing she expects to find there is  local youth voicing his concern about environmental degradation in the place by reeling off acronyms like the EPA or CRZ.

But then Ramachandran( name fictitious as he had applied for government job ) though he belongs to the toddy tapping community of Pillayarkuppam has done his M.Sc in Environmental Science from the Center for Pollution Control and Bio Waste Energy of Pondicherry University.

"Already there are 7 chemical industries within a radius of one kilometer from here, and the Pondicherry Papers is discharging its effluents into the sea. During the last three years tube wells up to 15 meters depth have been polluted by these chemical units. For 5 years we had severe problems in getting potable water and only after several representations has the Pondicherry Government taken steps to provide us water during the last 3 months. Though no epidemiological studies have been made to assess the medical problems caused by these chemical industries, in the evenings the area is completely under smoke.

"LPG is highly inflammable and the slightest accident might wipe out villages. And in a water starved area from where they will get water to fight any fire which may break out" he asks.( The clearance granted by the Ministry of Environment to the project clearly stipulates that" No wells should be dug for drawing fresh water from the ground."

While there is such knowledgeable Ramachandiran there are thousands of illiterate villagers in the area. And yet the way they have armed themselves with simple technical knowledge about the proposed LPG project is amazing. Narambai Panchayat President A.Chandraseksar says " As most of us are illiterates, there are only 3 graduates in our village, we went to Pondicherry and with the help of some sympathetic people in the Pondicherry Pollution Control Board, educated ourselves about the adverse effects of this project. After understanding the issue, last fortnight we submitted a representation to the board protesting against the project. But as nothing has come of it we will now meet the Pondicherry Lt.Governor Rajendra Kumari Bajpayee.

What has disappointed him most is that their detailed representation made to the Chief Justice of India on January 1, 1995 appealing for Supreme Courts intervention in the matter has not even got an acknowledgment. The people of the adjoining fishing villages Pudukuppam and Pannithittu have also joined the struggle and a joint line of action has been charted out to include a dharna, hunger strike, rasta roko etc.

Says Youth President of the Panchayat Velayuthan " When a single gas cylinder explodes in a house how many people die ? Here we are talking about 40,000 tons of LPG. When out on the sea, most of us smoke and one lighted beedi carelessly thrown can cause fire to destroy lives and property.Adds Panchayat Vice President V.Jayabalan " If we go anywhere near the LPG terminal our nets will get entangled in those pipes and we can't afford to lose a net which costs around Rs 10,000. Chandrasekar raises a more valid point." During the last few years all kinds of chemical units have cropped up in this region and polluted our water resources. And the Pondicherry Paper Mill discharges its effluent through a pipeline into the sea. Already some of us have lost our nets when got entangled with those pipes. When the mill came up in the late 1970's, we did not envisage this problem. With chemically polluted water our children are constantly suffering from dysentery, cholera and skin diseases. and we do not know what other problems our future generations may face."

Dispelling the fishermen's fears about their nets Mr.Shanmugasundaram from Southern LPG said " As our pipeline will be embedded in the sea, there is no danger to the nets. If there is need we will also help them with their fishing activity." While villagers are on warpath and the company spokesperson says that all necessary precautions have been taken for this first of its kind project in India, it remains to be seen whether public hearing to be organized by the CPR environment center which hopes to involve the National Human Rights Commission will have the desired impact.

Dravida Ilaignar Peravai intervenes
While this issue was heating up no political party came forward to address to the concerns of the villagers. The Secretary of Narambai Village Panchayat Mr.A.Kanagasabai and Treasurer Mahalingam met Dravida  Ilaignar Peravai Convener and sought his support .
 Dravida Ilaignar Peravai, a forum for uniting youth caught between various Dravidian political outfits had made its appearance in May 1994 at the Pondicherry political scene.
Former Minister G.Viswanathan M.A.B.L Ex M.P, currently the Chancellor of Vellore Institute of Technology presided, Former Ministers Azhagu Thirunavukkarasu and S.R.Radha, with L.Ilayaperumal Ex M.P on stage, Dravida Ilaignar Peravai was launched. N.Nandhivarman, a life long DMK activist who was on a 15 year self imposed political exile was called upon to undertake the task of uniting the youth.


The association of Dravida Ilaignar Peravai with Narambai Fishermen Panchayat grew day by day cementing an everlasting bond of comradeship. In the ultimate success of the peoples struggle the role of two journalists must be recorded with gratitude. They are T.Manivannan of The Indian Express and M.Ramachandiran of Dinamani Tamil daily. Mr.T.Manivannan is currently the Bureau Chief of Tamil News at BBC London.

Vishal Bharathi Awardee Navalar N.Nandhivarman, General Secretary, Dravida Peravai wrote in New Indian Express week end column for a year. Excerpts from his writings about Tamil music and western music is given below :

A JOURNEY IN RHYTHM

"Instruments almost identical to what we know as the "guitar" has been popular for at least 5,000 years. Yaazh of the Tamils is the oldest of such string instruments. Yaazhpanam, the current Tamil areas of Srilanka is a land where Yaazh originated. The "guitar" of the western world has derived from ancient mother instruments like Yaazh, which were invented in Srilanka, Iran, Central Asia etc. Earliest evidence of instruments very similar to the westernized guitar appear in ancient Susa carvings and statues recovered from the Iranian Plateau. Guitar is a combination of two words. "Guit", the Sanskrit word "Sangeeta" means "music." The second half of the word "tar" is purely Persian and means "chord" or "string." So the word "guitar" is half Indian and Iranian in origin, and so is the westernized guitar derived from ancestral instruments like Yaazh has Tamil origins. Through the passage of times the name moved into the English language and today the guitar is deemed to be western instrument. " said Dr.Ira.Thirumurugan, who had written the first ever Tamil Grammar on Sinthu Padalgal and a towering scholar of Isaithamizh.

The history of western music has many milestones and epochs. The invading hordes of Vandals, Huns, and Visigoths overran Europe and brought an end to the Roman Empire around 500 A.D. In the next ten centuries the newly emerging Christian Church dominated Europe and the destiny of music, art and literature. Pope Gregory I generally believed to have collected and codified the music known as Gregorian chant the approved music of the Church. Later the University at Notre Dame in Paris created a new kind of music called organum. Secular music was sung all over Europe by the troubadours and trouvères of France.

The Renaissance (ca.1420 to 1600) was a time of great cultural awakening and flowering of the arts, letters, and sciences throughout Europe. With the rise of humanism, sacred music began for the first time to break free of the confines of the Church, and a school of composers trained in the Netherlands mastered the art of polyphony in their settings of sacred music.

Then came the Baroque period (ca.1600 to 1750) wherein composers began to rebel against the styles that were prevalent during the High Renaissance. Many monarchies of Europe vied in outdoing each other in pride, pomp and pageantry and employed composers at their courts to churn out music. Composers of that time were able to break new musical ground in creating an entirely new style of music. It was during the early part of the seventeenth century that the genre of opera was first created by a group of composers in Florence, Italy, and the earliest operatic masterpieces were composed by Claudio Monteverdi. The instrumental concert became a staple of the Baroque era, and found its strongest exponent in the works of the Venetian composer Antonio Vivaldi. Harpsichord music achieved new heights due to the works of such masters as Domenico Scarlatti and others. Dances became formalized into instrumental suites and were composed by virtually all composers of the era. But vocal and choral music still reigned supreme during this age, and culminated in the operas and oratorios of German-born composer George Frideric Handel. So goes on the history of western musical history and the era of instrumental music.

TAMIL MUSIC THROUGH AGES

"In Western Music even today Piano holds a key position, they have not abandoned it. Equal temperamental scale is the basis for western music. It is a digital scale that enables them to deliver orchestral music. Unlike Tamils who gave up Yazh, westerners did not desert Piano. This is a lesson for Tamils. Similarly all the great Musicians like Beethoven, Mozart, Handel, Bach, Wagner and Brahms wrote hundreds of symphonies, and only in Beethoven’s tenth symphony vocal music finds place. Since in other symphonies there is no language, every country is eager to hear the music, language problem does not arise," says P.T.R.Kamalai Thiagarajan in his book Isai Thamizhin Unmai Varalaru.

In Pondicherry Kalaimamani Arimalam Padmanaban opines that Tamil Music must spread to other parts of the globe. For this music sans language must be propagated or for Tamil musical notes we must select suitable poems in languages like English, French etc, so that we can spread the message that Tamil music belongs to the common heritage of mankind with greater antiquity than their cultures. Dr. Arimalam Padmanaban says that all western music could be adopted in sankaraparanam, nadabhairavi and keeravani, 3 musical notes of the South Indian Music. The earlier Tamil names of these three notes are Arumpaalai, Padumalaipaalai and Pazham Panjuram (source: Silapathigaram) respectively. He surprises us by saying that at the Olympic closing ceremony old classic music of Chinese was sung which is similar to our mohanam. It was known as Mullai pann in Sangam age and later came to be known as mohanam. Pann in Tamil means raga and scale in English. Silapathigaram, the Tamil epic mentions about 11991 panngal, which is lost in the ravages of time. Scholars like Dr.Arimalam Padmanaban are working hard to redeem the lost musical heritage of Tamils, lost due to invasions and colonial rule.

Arimalam Padmanabhan who obtained his Doctorate from Pondicherry University is preparing a Dictionary of Tamil Music Literary Terms and he is also planning to do research in Sopaana sangeetham, which is famous in Kerala. He had written about "Therukoothil Isai" which speaks about the musical content of street theatre and is included in the Madras University syllabus as a lesson. His treatise on the Musical contents in Sankaradas swamigal’s Dramas deserves special mention. Sankaradas swamigal could be termed as Shakespeare of Tamil theatre. It is he who stands as an outstanding pioneer of Tamil theatre. Sankaradas swamigal (1867-1922) brought all musical streams into Tamil theatre. For instance a Christian missionary Edward Paul contacted Sankaradas swamigal and wanted him to write songs for western devotional songs. Swamigal not only obliged him, but through that exercise mastered the nuances of Western music and in his dramas he wrote Tamil songs for western tunes says Arimalam Padmanaban in his research paper brought out in book form. " In carnatic music various forms of Hindustani crept into during the period of Gopalakruishna Bharathy in 19 th century" says Arimalam Padmanaban, thereby analyzing the influences, its origins, admixture of musical forms with precision.

Sankaradas swamigal wrote 68 dramas, and if Padmanaban had not laboured hard to trace all this for his research quest the complete list would not be available to others. Sankaradas swamigal in his last days spent his life in Pondicherry and breathed his last here on 13 th November 1922. There is a memorial here in the graveyard at Karuvadikuppam Pondicherry where Government of Pondicherry every year celebrates the anniversary of swamigal. Swamigal simplified the classical music and brought it nearer to the common masses. In the history of Tamil music this marks a turning point.

Delving deep into the emergence and uniqueness of Swamigal, Arimalam Padmanaban says that "Gopalakrishna Bharathiar wrote Nandan sarithra keerthanaigal, which marked the revival of the Tamil musical tradition. Following his footsteps Mahakavi Subramania Bharathiar used the same musical notes of Gopalakrishna Bharathiar and wrote songs. Ariyakudi Ramanuja Iyengar brought Tirupavai and Tiruvembai into the Tamil musical usage. Bharathidasan in order to spread Tamil music with help of Telugu scholars translated Thiyagarajas keerthanaihal into Tamil. For instance Thigaraja’s sani thodi deve o manasa in arikambothi raga was rendered into Tamil by Bharathidasan as thathi kooti vaaray o maname." By such narrations Arimalam points out the cultural exchanges that has taken place and the blending of various musical traditions that run like streams of the same river called humanist culture.

Murasoli Maran: One Man Think Tank

DMK President Kalaignar M.Karunanithi had forgotten Murasoli Maran so soon. The one man think tank of DMK, Murasoli Maran wrote in Murasoli souvenir on how to escape from the clutches of a draconian bill brought by Union Government to prevent DMK from entering the electoral fray. As is a foreign journalist seeking views of a DMK ideologue Mr.Murasoli, the one man think tank Maran laid down the road map of DMK’s defensive war.

That was first time DMK men realized that here exists one brain that thinks ways to salvage the DMK from dangers ahead. He did not miss that recognition throughout his life. I first met him in Murasoli office in Anna Salai, Thousand Lights, Chennai in a small room amidst bundles of books. Whole room was full of books and Maran was encircled by books. When he was in power frequently I used to be in Krishna Menon Marg residence of George Fernandes, who gave Dravida Peravai, national recognition as associate party and Special invitee to National Councils and Executive of Samata party. In same Krishna Menon Marg, Murasoli Maran lived just opposite but I never went to him seeking any favour. But when Murasoli Maran was hospitalized I wrote to him expressing solidarity in his troubled times and for all my mails he had replied.



In Murasoli Selvam’s house this picture was taken in 1970 or so, actual year I don’t remember. But now whenever televisions write Maran, Maran and Maran it pains my heart. No one should use their parent’s name to catch nation’s attention. Kanimozhi Aravindan must only use her husband’s name and not her father’s name. Anbumani should not use his father’s name. Dayanithi should only be known as Dayanithi. Take cue from Jayalalithaa, she is not carrying her father Jayaram tagged to her name. There is a lesson for all of us in India. Mahathma Gandhi is father of the Nation but Ferzoze Gandhi’s name is used for Rajiv Feroze, Sanjay Feroze and Sonia Rajiv and Rahul Rajiv using Gandhi tag is creating an illusion and myth as if they are in the lineage of Mahathma Gandhi. My friend Rajmohan Gandhi can use Gandhi tag but not the above mentioned leaders.

Every leader has a contribution of his own to the nation and society he lives in. By dragging and tagging his or her name the next generation in our corporate democracy sullies the image of their ancestors.

The lesson of the day: Be known by your sacrifices don’t sacrifice your parents good image by tagging with you and inviting all mudslinging on the leaders who exist no more.

WEED WEEDS OUT: HEED TO ANNA’s LIFE’s MISSION

Dravida Munnetra Kazhgam [DMK] launched in 1949 by Aringnar Anna is now at cross roads. A lady who remained in wilderness when DMK was in power had suddenly pretends to be a lady with a vision who had come as savior of Tamilnadu. Yesterday i.e. 7th July 2011 speaking to media she says the people have already brought DMK down and its end has arrived. Electoral setbacks never bury a party in its catacomb. Many a party in Indian politics that faced defeats has bounced back. DMK is a party with difference. It was embarked upon the ideological plank of cultural nationalism. Its seeds lay hidden in the grammatical principle enunciated by Tholkappiar, 3000 years ago to eschew Sanskrit alphabets from Tamil script. The movement which spearheaded the Tamil language struggle of 1965 failed to translate the dreams of those martyrs who self immolated for the cause of their mother tongue. It was content with neon light boards over government buildings proclaiming long life for Tamil but failed to make Tamil medium of instruction, and for all practical purposes adulterated Tamil, admixture of Tamil and English known as Tamilish was thrust into the minds of Tamils through television channels patronized by DMK.

In every hamlet in thatched sheds a library would come up where uneducated and semi-literate would meet in evenings to read numerous publications of DMK and would debate for hours on every issue of the world. Teashops, cycle hiring shops, hair dressing shops and in the mini-reading rooms named after Anna, Navalar, Perasiriyar etc would become debating platforms on serious subjects like atheism. During emergency though there was not anarchy in Puducherry as in Tamilnadu, for precaution I was hiding in a launderers shop in Bussy Street of Puducherry, and Mathivanan, Chairman of the 15 th ward of DMK branch unit, who is not a teetotaler would explain Vietnam War to the stunned listeners. In fact for many articles I wrote during emergency in official organs of DMK, his witty and informative inputs were stimulants. Gone are the days when every DMK men was strong in debating field with wide knowledge gained through writings of Periyar EVR, Aringnar Anna and many a DMK leader of those days. Aringnar Anna while speaking on behalf of Malaysian DMK declared that DMK’s public meetings are evening colleges of Tamilnadu. Read everyday debate everyday was the unwritten rule of DMK cadres of those days. Educate the people; serve the people, Anna gave the call and students of the day thronged to him to learn on Gresham’s law of Economics while studying in elementary and high schools. Gone are those golden days.

Now DMK and ADMK are led by and fed by business magnates of self financing colleges. Liquor mafia and Land mafia are the office bearers in both these parties. Men may come and men may go but I go on forever, Mathew Arnold wrote as if a river spoke. Parties may come and go but plunderers and profiteers are same tribe. Just change the dress to match the current party’s flag and be well versed in praising those in power, seems to be the principle enunciated by current breed of politicians.

Before 1967 party elections DMK raised funds by selling DMK flag badge for 4 ana, 25 paise was known as 4 ana, and in Cuddalore led by veteran DMK leader Mrs.Sathyavanimuthu I remember having sold such badges to public to raise funds for meeting party’s election expenses. Auditorium meetings where people will buy tickets to hear speakers generated funds. Drama too brought in funds. Through such simple means from public DMK collected election funds and the target was 10 lakhs but Treasurer M.Karunanithi collected more than target and Aringnar Anna in wittingly said Rs 11 lakhs will be the candidate in Saidapet constituency instead of mention Kalaignar by name. Such a party headed by Aringnar Anna now had been brought to shame. Actor S.S.Rajendran’s reminiscences on Anna published as a chapter by International Institute of Tamil Studies recalls how MGR and SSR, then DMK’s leading film stars decided to repay all the debts of Aringnar Anna Founder of DMK when Anna passed away. But Anna’s family was not willing so all the DMK legislators and members of parliament contributed their one month salary which though insufficient to wipe out all debts was accepted by Anna’s family. 





Later when SSR was producing a film a taxi was hired by his unit which was not in good running condition. SSR thought of dropping that taxi but found it was owned by Anna’s wife to earn for family expenses. On knowing this both MGR and SSR regularly contributed Rs 5000 each to meet the family expenditure of Anna. Later one day Anna’s adopted son[ Anna did not have an issue, his sisters son was adopted son] Dr.Anna Parimalam came to MGR and SSR and told that he had got job and hereafter both actors need not pay regular monthly assistance. What a nobility and honesty, Anna had inculcated in his adopted son. It is well known to all in Tamilnadu, that Anna.Parimalam a medical doctor by profession unable to give himself to money fleecing ultra-modern hospitals of the day committed suicide. This is the history of DMK founder’s family and those who garland his statues as ritual do not know this past. MGR when he floated his own party after Anna’s name, the DMK cadre thought he will emulate Anna’s honest path since in his film songs he had created such a myth about his honesty.

Joining hands with one liquor baron MGR is alleged to have gained in every bottle of India made foreign liquor sales in Tamilnadu and on the day MGR breathed his last, as we have now seen in Sathya Sai Ashram, from MGR’s Sathya Gardens lorry loads of gunny bags full of money was smuggled out by men closer to him who overnight became multi-millionaires of self financing medical and engineering colleges in Tamilnadu. These men even kicked J.Jayalalithaa out of the military vehicle which carried MGR’s body for burial in Marina beach.

 When I went to meet MGR in his Arcot Mudaliar Street house in Thiagaraya Nagar named after Sir P.T.Thiyagarayar founder of Justice Party, in Chennai a young friend of mine who gave me coffee and informed MGR over intercom about my arrival and who worked as his errand boy is one of the top richest men in Tamilnadu, of course education is his business .Overnight millionaires created by MGR infiltrated into DMK after emergency and thereafter in both the DMK and ADMK men of principles or ideologically firm cadres were shown the exit door.

Same sand mafia, land mafia, liquor mafia, education mafia and chameleons of perfection well versed in the art of gaining confidence of rulers of the day within few hours of poll results are ruling both parties. Both parties’ boast of their strength while in power because they get intoxicated by the pretenders of loyalty paraded by these political chameleons and that leads to their downfall. Now it is the turn of the DMK to be at the receiving end and a day which ADMK experienced in past will again re-visit them in future.

So boasts like end of DMK are mere wishful thinking. DMK is not built by those who now enjoy power in DMK. The political businessmen are not the strength of DMK. The cadre which self immolated for DMK is DMK’s strength. They may not sacrifice for selfish coteries but they will rebuild DMK from scratch, and like mythological phoenix DMK will raise again if it fights all mythologies and espouses the simplicity and honesty of Anna; of course weeds have to be weeded out. DMK will never meet its end, for whom victory had brought illusions about a party built by Aringnar Anna.

INDIAN RULERS DREAM ABOUT AGRICULTURE WITHOUT IRRIGATION

FARMERS FORGOTTEN:
CORPORATES FAVOURED




Farmers have become a forgotten tribe in our corporate democracy. The dream to interlink Indian rivers for which then Union Minister of State for Water Resources Dr.K.L.Rao in eighties of last century to President of India Dr.A.P.J.Abdul Kalam in 21st century were spokespersons had been laid to rest by recent Supreme Court observation, reported in The Times of India, reproduced in verbatim link below :

Supreme Court had expressed inability to direct the Government of India to pump in 5 lakh crore this year to start the river interlink project. In six years from 2005-2006 to 2010-2011, the UPA Government led by Prime Minister Manmohan Singh and his Finance Minister Pranab Mukerjee had written off corporate income tax to the extent of 3,7,937 crores. It had foregone excise duty by 7, 49, 623 crores. Customs duty to the meager amount of Rs 1000463 crores had been written off.  Twent one lakh twenty five thousand and twenty three crores had been written off benefitting the corporate world. Successive budgets reveal this massive bonanza to companies. At this rate per day 240 crores is saved by companies, and this Government has no money, just 5 lakh crore to interlink rivers and generate agricultural employment to the largest chunk of Indian voters.

According to the Stolen Asset Recovery initiative of the World Bank and the UN Office on Drugs and Crime published in 2011, titled Puppet Masters reminds us that Indian rulers are mere puppets and puppeteers are multi-national companies and other mafias.

If only people with conscience can ask, why our stolen assets could not be brought back to finance the river inter-link project it would awaken the rulers from slumber and lethargy.
Our rivers are diverted by China. Our Himalayan glaciers are melting year after year. North India faces flood fury without fail in every year. Our rivers are emptying in our seas. Farmers have no water left for agriculture.

As per 2003 statistics of World Commission of Dams China tops with 22,000 dams. America follows with 6575 dams, India has 4291 dams and tiny Japan is with 2675 dams. These dams not only cater to agricultural needs but also generate power.

Our river waters should not be used by our farmers, and Indian rulers have put river interlink project in cold storage, only to redeem it on the day corporate farming catches in India. There cannot be any other reason to be debating beyond 4 decades river inter linking, and the failure of which results in flood furies year after year.

The Drivers and Dynamics of Illicit Financial Flows from India: 1948-2008 published by Global Financial Integrity states the total value of illicit assets held abroad represents 72% of India’s underground economy. Estimated around $213 million in 2008 it would be around $ 462 million now.

If this or partial amount of this had been brought back Supreme Court need not have expressed inability to direct the Government of India to cough up 5 lakh crore for interlinking of rivers.
