When I was in Tutucurin Port Trust appointed through recommendations of Comrade George Fernandes and posted by then Surface Transport Minister Nitish Kumar, my promise to get all 1856 cargo handling workers and 64 staff under stevedores’ association was fulfilled at the start of the new millennium by then Surface Transport Minister Rajnath Singh.  Posters thanking  George Saab, Nitish, Rajnath Singh at the dawn of new millennium will retell the story.

 At that time I was shocked to see with such longer coast in west and east. Where in various states 138 minor and intermediary ports existed in paper.It was only 12 major ports that were operable. I felt the throb to create like National Highways another authority called National Seaways. It was intended to connect all Indian ports with vessels to carry passengers and cargoes. Stress on road transport could be reduced. Comrade George Fernandes sent me to Planning Commission member Dr.S.B.Gupta , a socialist who is for creation of jobs for jobless and whose model was adopted by Mexico, and with him I discussed in detail the project.

Later Comrade George Fernandes took up this issue with Prime Minister Atal Bihari Vajpayee, who announced this project in Tamilnadu, that too in Nagarkoil, the Dinamani report scanned is inserted here. My humble request to you, through you to the Narendra Modi Government to revive the Sagar Mala project of Atal Bihari Vajpayee. Yes, for National Seaways, the name Sagarmala was chosen by Atal Bihari Vajpayee.

 I would urge you to personally take up with Prime Minister Narendra Modi, the Sagar Mala project and get  Atalji’s dream project fulfilled.

IMPLEMENT NATIONAL WATERWAYS RENAMED SAGARMALA BY VAJPAYEE

Your victory had generated lot of hopes world  wide  amongst Tamils that vengeance of Sonia and stone like silence of Manmohan will not be the guiding principle in determining the foreign policy of India versus Srilanka. While congratulating you, I am for pursuing certain policies initiated by me, incorporated in National Agenda for Governance drafted by then NDA Convener Comrade George Fernandes and openly acknowledged through his letters.

As first step I had written the enclosed letter to the Prime Minister Designate Thiru.Narendra Modi. It is about Nehruvian-Indira Gandian-Rajivian failure/lethargy due to which by bureaucratic blunders in maps, India had lost 18036 square kilometres to China. I would urge a white paper on this blunder, which in fact I wrote to then Prime Minister Atal Bihari Vajpayee. [Letter enclosed ]

FAULTY MAPS :18036 SQUARE KILOMETERS LOST

Subject : Action sought against bureaucrats who mishandled Kashmir issue and lost 18036.20 sqare kilometres of Indian territory through faulty maps.....

At the outset while congratulating on your victory, we hope change of government must usher in change in governance. It is humanly impossible for a Prime Minister to read all files, but bureaucracy must shoulder responsibility and be known about to accountability to the nation. Lethargy had sneaked in into the veins of the bureaucrats, particularly from the PMO, and everyone who had been in PMO under previous regime or had stayed too long to develop vested interests must be subject to scrutiny and sent back to far away states. If you could send spies to Delhi Coffee house in Connaught Place where retired bureaucrats meet working bureaucrats , the deals struck up there will come to an end. You may be aware that Sunday Former Editor M.J.Akbar wrote in some newspaper central page which I could not recollect, where he said Mr.Manmohan Singh began as Prime Minister of India and ended as Prime Minister of Delhi.  He meant so because to placate all former bureaucrats Manmohan Singh had inducted them in some committee or body and forgot the nation. We urge you to dismantle all such committees, which are wasteful on National Exchequer.

NGO’s headed by former bureaucrats formed for Clean Air, Sweeping the Sky, Distilling Sea Water, and to build Express Way to Moon , just few titles to drive home the objectives they proclaim to strive for, must be put to scrutiny and useless wasteful NGO’s abolished. When previous NDA Government headed by Atal Bihari Vajpayee drafted the National Agenda for Governance by Comrade George Fernandes, he included Interlinking of Rivers and Sethu Samutharam canal in the manifesto and wrote to me that he had included. In mid of the term Comrade George Fernandes sent me to Water Resources Development Ministry in Shram Sakthi Bhavan find out what was happening to Interlinking of Rivers project. They directed me to Water Development Agency at Saket area, where I found from their papers that ever since K.L.Rao, Minister of State of Water Resources Ministry in eighties mooted interlink of rivers, every year money in crores was spent to organize symposiums to sell the idea of interlinking of rivers. Please get information on how many crores were wasted instead of linking even northern rivers. Opposite to Krishi Bhavan if you send people to wait in bus stop, you can catch brokers from Ministries approaching them to get things done.

These bureaucracy will dance to you now but how to stem the rot. Somewhere weeding out the corrupt in bureaucracy must begin. In this connection I cannot red handed catch culprits, but based on the papers Comrade George Fernandes had in his home library, I unearthed facts relating to bureaucracy of Ministry of Information and Broadcasting over years had brought out faulty manuals with regard to maps of Kashmir Under Congress rule these maps were brought out, and we have lost 18,036.20 square kilometres of Indian soil due to the bureaucratic blunders. See enclosed memorandum given to then Prime Minister Atal Bihari Vajpayeeon 5.1.2004 wherein we have raised this issue.

We urge Hon’ble Narendra Modi led Government to initiate a probe in the Central Secretariat and weed out the weeds and retrieve lost Indian territory through diplomatic discourse.
